Job description

Overview
R&P is looking for a forward-leaning candidate who wants to join our team. We are a small-sized defense contractor providing Engineering, Logistics, Program Management and Technical Services to government clients. We need a Junior Industrial Engineer ready to join a fast-paced and exciting work environment. As an entry-level Industrial Engineer, you will serve as a key support member of the U.S. Government oversight team for a naval shipbuilding program office. Operating from a headquarters environment, you will support the Production PAPM by analyzing contractor performance, evaluating industrial base capacity, and reviewing shipyard production metrics. Rather than executing ship construction, your role is to ensure the prime contractor is building the vessel efficiently, on schedule, and within budget while adhering to Department of Navy (DoN) acquisition standards.
Responsibilities
  • Contractor Oversight - Monitor and analyze shipyard production metrics, schedule adherence, and Earned Value Management (EVM) data to assess the prime contractor's performance.
  • Industrial Base Analysis - Evaluate the capacity and throughput of the prime shipbuilder and critical supply chain vendors to identify potential schedule risks, material shortages, or facility bottlenecks.
  • Technical Data Review - Review and evaluate Contractor Data Requirements List (CDRL) submissions, including production plans, facility upgrade proposals, and manufacturing process metrics.
  • Affordability Initiatives - Support the evaluation of the shipbuilder's cost-reduction and continuous improvement proposals (e.g., Lean/Six Sigma initiatives) to validate projected savings for the U.S. Government.
  • Cross-Functional Integration - Collaborate with government contracting officers, logisticians, systems engineers, and cost estimators to translate complex manufacturing data into actionable program management briefs.

Qualifications
Required:
  • Bachelor of Science (B.S.) in Industrial Engineering, Systems Engineering, Engineering Management, or a related analytical discipline from an ABET-accredited institution.
  • 0-3 years of engineering or program management experience (including internships or academic projects).
  • Strong capability in data analytics and statistical evaluation.
  • Ability to interpret complex production schedules and performance metrics.
  • High proficiency in Microsoft Office Suite (especially Excel for data manipulation and PowerPoint for executive briefings).
  • Excellent written and verbal communication skills, with the ability to distill complex industrial data into clear summaries for non-technical government leadership.
  • Must be a United States citizen.
  • Must be able to obtain and maintain a DoD Secret security clearance (or higher) to access Controlled Unclassified Information (CUI), proprietary contractor data, and classified program materials.
  • This role is primarily based in a headquarters/office environment. It requires occasional travel (e.g., 10-20%) to prime contractor shipyards, vendor manufacturing facilities, and naval bases to conduct program reviews, production readiness assessments, and on-site audits

Desired:
  • Introductory knowledge of the Defense Acquisition System (DoD 5000 series) or Defense Acquisition University (DAU) coursework.
  • Familiarity with Earned Value Management (EVM) principles and scheduling software (e.g., Primavera P6, Microsoft Project).
  • Prior internship or project experience involving government contracting, defense acquisition, or supply chain risk management.
