Role Summary
As a member of the Public Affairs and Policy team, the Associate Director, Government Affairs is a critical role within Corporate Affairs and Servier. This role advances Servier's federal and state government affairs objectives through stakeholder engagement, policy intelligence, lobbying firm management, and development of targeted advocacy strategies that support access to Servier therapies in the US. This position reports to the Director, Public Affairs and Policy and works collaboratively across Servier, including regular partnership with US colleagues in Market Access, Communications, Regulatory Affairs, Legal, and other cross-functional teams. The role uses policy intelligence and political insights to assess government affairs implications and develop engagement strategies for priority federal and state issues that impact Servier's business, industry, and patients. This position will act as a representative of Servier in government affairs settings, ensuring thoughtful engagement with key policymakers, staff, trade associations, advocacy partners, and other external stakeholders.
You are a motivated self-starter with strong political judgment, relationship management skills, and the ability to work on multiple projects simultaneously both individually and in cross-functional environments. You have strong written and oral communications skills, federal government affairs experience, and preferably biopharma or healthcare policy experience. You are comfortable translating external political, legislative, and stakeholder dynamics into clear business-relevant recommendations. You thrive in a challenging and dynamic environment that can change and improve the lives of patients.
Primary Responsibilities
  • Lead government affairs planning and execution across priority federal issues relevant to Servier's business, policy agenda, and patient access objectives.
  • Collaborate with the Corporate Affairs team and internal cross-functional partners to guide government affairs initiatives addressing evolving federal policy, legislative, and reimbursement developments.
  • Support development of short-term and long-term impact analyses of proposed federal policies and political developments on Servier's U.S. business and propose practical engagement strategies.
  • Manage contract lobbying firm on a day-to-day basis, including workplans, deliverables, issue prioritization, meeting cadence, and follow-through.
  • Develop and maintain stakeholder maps, policymaker profiles, engagement plans, and meeting strategies for priority issues.
  • Lead and manage relationships with policymakers, congressional and committee staff, trade associations, advocacy partners, and other external stakeholders, in coordination with Policy leadership.
  • Lead government affairs engagement in trade association work groups, including BIO, MassBIO, the New England Council, and others as needed, with support from policy subject matter experts.
  • Develop briefing materials, leave-behinds, policy summaries, meeting preparation documents, and follow-up communications that support government affairs engagement, drawing on first-pass drafts and trackers produced by the Policy Intelligence & Operations role.
  • Clearly and strategically articulate Servier's positions on assigned federal and state government affairs issues to policymakers and other external stakeholders under supervision of Policy leadership.
  • Support issue escalation and rapid response by identifying engagement opportunities, stakeholder sensitivities, and external signaling relevant to business decisions.

Education and Required Skills
  • Bachelor's degree required, in the field of public policy, public health, political science, law, or a related field; advanced degree preferred.
  • 8+ years of experience in government affairs, public policy, healthcare advocacy, legislative strategy, trade association work, or related external affairs roles.
  • Experience in biopharma, healthcare, Capitol Hill, government, advocacy organizations, consulting, or trade associations strongly preferred.
  • Consistent record in identifying political and policy trends affecting the pharmaceutical industry and public health and advancing government affairs strategies to address potential barriers.
  • Demonstrated commitment to ensuring patient access to innovative medicines and the importance of a thriving biopharmaceutical industry.
  • Experience managing external consultants or lobbying firms, including workplans, deliverables, issue prioritization, and follow-through.
  • Excellent organizational and project management skills-demonstrated ability to independently manage assigned work streams.
  • Ability to manage numerous, competing priorities under pressure while effectively collaborating with internal partners.
  • Excellent written, verbal, and interpersonal communication skills, with the ability to tailor messaging for both senior leaders and external stakeholders.
  • Deep knowledge of the legislative and regulatory process, Congressional engagement, healthcare policy, and the biopharmaceutical policy environment.
  • Knowledge and understanding of drug pricing, Medicare and Medicaid coverage and reimbursement, the Inflation Reduction Act, 340B, state prescription drug affordability review board policy, and other issues affecting patient access and innovation.
  • Experience developing engagement strategies, stakeholder briefs, meeting materials, leave-behinds, and policy analyses to support advocacy goals.
  • Proven ability to analyze political, policy, and regulatory developments to assess business impact and provide strategic recommendations to leadership.
  • Possess exceptional communication skills, both oral and written, with the ability to translate complex concepts into clear, concise, and actionable insights for leaders and non-technical stakeholders.
  • Demonstrated ability to work across functions, regions, and cultures while exhibiting enterprise-level leadership with the ability to inspire, motivate, and drive results.

Salary Range
The salary range for this role is $155-$185. An employee's pay position within the salary range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, and business or organizational needs. We may ultimately pay more or less than the posted range, and the range may be modified in the future. Employees in this position are also eligible for Short-Term and Long-Term incentive programs.
