General Description
The Court Research and Data Analyst will be responsible for several duties related to quality assurance, performance measurement, data analysis, program evaluation, and general research activities. The incumbent will play a crucial role in expanding the 19th Judicial Circuit Courts ability to implement evidence-based practices (EBP), develop data-driven solutions to existing problems.
Hours of Work
  • Monday through Friday 8:00 a.m. to 5:00 p.m.

Essential Functions
  • Establish research and evaluation priorities and generate proposals to execute these projects.
  • Conduct reviews of department programs to understand program goals and objectives, theories of change, and fidelity to best practices/EBPs.
  • Conduct evaluations of department programs to establish effectiveness at achieving desired goals and objectives.
  • Develop and conduct surveys of court personnel and external stakeholders and then analyze and present results to variety of internal and external audiences.
  • Implement protocols to collect and analyze quantitative and qualitative data to support current and future reporting requirements, programs, and projects.
  • Draft reports that describe the findings and implications of departmental research, including recommendations for improving program quality, efficiency, and adherence to best practices/EBPs.
  • Work with Court Directors and other administrative and executive staff to develop and implement annual and periodic reports of department activities, outputs, and outcomes.
  • Develop adh-hoc analysis reports and briefings for court leadership.
  • Conduct literature reviews, analyses of best practices/EBPs, and compile and present information on innovative programs that can potentially improve the Court's operations.
  • Identify grant opportunities and assist in the development, writing, and monitoring of grant applications and activities.
  • Conducts periodic audits of data and processes to ensure validity and reliability of statistical data.
  • Monitor and respond to data/research requests and coordinate this effort with internal teams or Justice Partners.
  • Participate with information services staff in planning, designing, and implementing new or enhanced information systems and case management systems and design databases to compile data for research studies, other studies, and analysis tables, and other statistics to arrive at logical conclusions.

    • Members and train research assistants, graduate assistants, and other interns or outside personnel as needed.
    • Work with internal and external teams across all divisions to develop and monitor the success of initiatives.
    • Make presentations to internal and external stakeholders regarding research progress, evaluation results, and research findings; Participate in special projects and committees as needed (e.g., evaluation committees, strategic planning activities, etc.).
    • Participate in internal and external workgroups to assist with policy/program development, evaluation, performance measurement, and quality assurance efforts.
    • Develop standards of practice around data retrieval, data manipulation, data reporting and data analytics.
    • Practical and theoretical knowledge of sound research methods, designs, concepts, and principles for quantitative and qualitative research.
    • Strong quantitative analytical skills, including multivariate statistical techniques, advanced data manipulation, and proficiency with statistical software packages (e.g. SPSS or R).
    • Experience with database management and reporting protocols (e.g. SQL).
    • Experience with statistical applications like SAS, Minitab or SPSS.
    • Ability to work with high-level policy makers, community corrections officials, external researchers, and other public sector stakeholders.
    • Excellent oral and written communication skills, including a demonstrated ability to communicate complex research findings in a straightforward and easy-to-understand manner to a diverse audience.
    • Understanding of effective programs, strategies, and evidence-based principles related to community corrections.
    • Strong organizational skills, including an ability to prioritize and effectively manage multiple projects and tasks.
    • Ability to think critically, strategically, and creatively, and to support arguments clearly and effectively.
    • Sensitivity to ethical considerations in research with human subjects, and an ability to act professionally and respectfully.
Education and/or Work Experience Requirements (Ed and/or Other Requirements)
  • Bachelor's degree (B. A. or B. S.) or equivalent in applicable field with courses in research design, methods, and techniques, and computer application is required. Prior related research experience in the criminal justice/court field is preferred. Equivalent combination of education and experience may be considered. Prefer Master's degree (M. A. or M. S.) in relevant field with above experience levels.
  • Specialized experience in analyzing and evaluating the effectiveness of information planning, programming, and dissemination procedures for court programs. Experience must have included conducting studies, projects, and analyzing recommendations involving management and operations of state or local criminal justice or justice activities
