Leidos is seeking an experienced Project Plan Manager to support the Indo-Pacific Logistics and Sustainment Services (ILS2) program in Aiea, HI. This position supports U.S. military operations throughout the Indo-Pacific by delivering integrated logistics, sustainment, engineering, and mission support solutions for Special Operations Command Pacific (SOCPAC) and other regional military Services. The successful candidate will join a collaborative team responsible for planning and executing complex projects that directly enhance operational readiness and mission success across one of the Department of War's most strategically important theaters.

As a Project Plan Manager, you will lead the planning, execution, and delivery of complex logistics, sustainment, engineering, and mission support projects supporting Special Operations Forces (SOF) and joint military operations throughout the Indo-Pacific region. You will oversee project performance from initiation through closeout, balancing cost, schedule, scope, quality, and risk while collaborating with government customers, subcontractors, and multidisciplinary technical teams. Success in this role requires exceptional project leadership, stakeholder engagement, strategic planning, and the ability to deliver innovative solutions in a dynamic, mission-focused environment.

THE CHALLENGE (primary responsibilities)

  • Lead project planning, execution, and lifecycle management for complex logistics, sustainment, engineering, and mission support initiatives.

  • Develop, maintain, and execute comprehensive Project Plans (PPs), Program Management Plans (PMPs), transition strategies, onboarding plans, and project closeout activities.

  • Manage multiple concurrent projects while monitoring cost, schedule, scope, quality, risk, and overall program performance.

  • Coordinate cross-functional activities involving logistics, supply chain, engineering, facilities, deployment, training, and technology integration.

  • Serve as the primary point of contact for government customers, internal stakeholders, subcontractors, and technical teams throughout project execution.

  • Monitor project risks, identify mitigation strategies, and implement corrective actions to maintain project objectives.

  • Ensure compliance with contractual requirements, corporate policies, and government regulations while adapting to evolving mission priorities.

  • Support proposal development by preparing project schedules, logistics estimates, staffing approaches, cost analyses, and execution strategies.

  • Develop executive-level briefings, status reports, performance metrics, and recommendations for program leadership and government customers.

  • Foster collaboration across multidisciplinary teams to improve operational efficiency and mission outcomes.

WHAT SETS YOU APART (basic qualifications)

  • Bachelor's degree and 8+ years of project management experience, or a master's degree with 6+ years of relevant experience. Additional experience, education and training may be considered in lieu of degree.

  • Minimum of 5 years leading complex DoW, federal, or defense industry programs involving logistics, sustainment, engineering, manufacturing, or technical services.

  • Current Project Management Professional (PMP) certification.

  • Demonstrated success managing multiple concurrent projects within large IDIQ, task order, or similar contract environments.

  • Working knowledge of DoD logistics, sustainment operations, and expeditionary mission support.

  • Experience developing and managing integrated project schedules, budgets, resource plans, and performance metrics.

  • Strong analytical, organizational, communication, and stakeholder management skills.

  • Ability to lead multidisciplinary teams in fast-paced operational environments.

  • Active Secret security clearance required prior to start.

Preferred Qualifications

  • Experience supporting U.S. Special Operations Forces (SOF), U.S. Pacific Command (USPACOM), or other Service Commands.

  • Master's degree in Project Management, Business Administration, Engineering, Supply Chain Management, or a related discipline.

  • Knowledge of expeditionary logistics, contingency planning, and operational support.

  • Experience integrating AI-enabled analytics, automation tools, or digital engineering technologies into logistics or sustainment operations.

  • Experience supporting facilities planning, infrastructure modernization, or ICD 705 secure facility projects.

  • Familiarity with Agile project management principles and modern project management software (Microsoft Project, Primavera P6, Jira, or similar)

Pay Range:Pay Range $82,550.00 - $149,225.00
