Position Overview:

The Senior Program Analyst, Informatics provides advanced program planning, analysis, and evaluation support within a complex federal health IT environment. This role leads the application of qualitative and quantitative analytical methods to assess program and business process effectiveness, identifies and mitigates risks, and drives operational excellence through data-driven recommendations. The Senior Program Analyst demonstrates expertise in SAFe Lean-Agile principles and practices, supporting high-performing Agile teams and sustained organizational change. Requires significant clinical informatics experience within a Veterans Administration healthcare setting.
Please note this position is contingent upon award (July/Aug 2026)  

Key Responsibilities:

•    Lead the planning, analysis, and evaluation of operating programs using advanced qualitative and quantitative analytical methods.
•    Use source data to evaluate program and business process effectiveness, delivering insights that inform leadership decisions.
•    Effectively manipulate and present complex program data to communicate status, trends, risks, and opportunities to stakeholders and executive leadership.
•    Apply clinical informatics expertise to assess program operations and develop recommendations for improvement aligned with VA healthcare strategy.
•    Identify, document, and mitigate program risks, developing risk registers and contingency plans in coordination with program leadership.
•    Lead or contribute to business process improvement initiatives, including current-state analysis, future-state design, and implementation support.
•    Demonstrate understanding and application of SAFe Lean-Agile principles and practices to drive value delivery and sustain organizational change.
•    Support and empower high-performing Agile teams by contributing to PI planning, sprint reviews, retrospectives, and continuous improvement cycles.
•    Develop and maintain program performance metrics, dashboards, and reporting products for internal and government client audiences.
•    Mentor mid-level analysts and contribute to quality review of analytical products across the program team.

Required Qualifications:

•    Bachelor's Degree in Health Informatics, Business Administration, Public Administration, Information Technology, or a related field.
•    Minimum of 10 years of experience in program analysis, business analysis, or a related discipline, with relevant clinical informatics experience in a Veterans Administration healthcare setting.
•    Demonstrated experience identifying and mitigating risks within complex federal program environments.
•    Advanced knowledge of program planning, analysis, and evaluation methodologies for federal health IT programs.
•    Expert-level ability to use source data and analytical tools to measure program and business process effectiveness.
•    Advanced proficiency with qualitative and quantitative analytical techniques, data visualization, and executive-level reporting.
•    Relevant clinical informatics experience in a Veterans Administration healthcare setting.
•    Understanding of SAFe Lean-Agile principles and practices; ability to apply them to drive value and sustain organizational change.
•    Strong risk management skills; experience developing risk registers, mitigation strategies, and contingency plans.
•    Exceptional written and verbal communication skills; demonstrated ability to influence decision-making through analysis and presentation.

Preferred Qualifications:

•    Experience working with the Veterans Health Administration or a similar federal health agency (CDC, CMS, DHA, HHS, etc.).
•    Active security clearance or ability to obtain one.
•    SAFe Agilist (SA), SAFe Program Consultant (SPC), or equivalent.
•    Certified Health Data Analyst (CHDA) or CPHIMS certification.
•    Familiarity with VistA, CPRS, VA Corporate Data Warehouse (CDW), or related VA clinical and administrative systems.
•    Experience with VA data analytics platforms including VSSC, Power BI, or Tableau in a VHA context.
•    Knowledge of VA strategic planning frameworks, VHA Directives, and federal performance management requirements.
•    Advanced degree in Health Informatics, Public Administration, or a related field.
