The Data Analyst / Data Manager serves as a hybrid technical role at the intersection of data analysis, data management, and system support within HQ CCC's independent performance-validation mission. Beyond analyzing data, this role ensures that the performance and test data underpinning HQ CCC's analyses is well-governed, high-quality, secure, and trustworthy throughout its lifecycle. This directly supports the DoD Data Strategy and the Air Force's drive to become a data-centric force, ensuring data assets are managed in accordance with VAULTIS principles - Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable, and Secure. By combining rigorous analysis with disciplined data stewardship - and applying enterprise data platforms such as Palantir Foundry, Power BI, and PySpark - this role enables defensible, repeatable, and auditable independent assessments for cyberspace leadership.
Job Responsibilities:
  • Perform analysis of collected data using data analysis and statistical techniques to enhance root-cause performance degradation detection.
  • Build, transform, and analyze large-scale datasets using current data-centric programming languages (such as Python or R) for distributed/big-data processing.
  • Integrate, model, and operationalize data within data analytics and management platforms (such as Palantir Foundry or Databricks) to support pipelines, ontologies, and analytic workflows.
  • Develop dashboards, reports, and visualizations using business intelligence software (such as Power BI or Tableau) to communicate performance insights.
  • Validate program and system performance against representative physical and emulated environments.
  • Translate analytical findings into clear, actionable insights for the team and leadership.
  • Support the full data lifecycle - collection, ingestion, organization, storage, retention, archival, and disposition - for performance and test data.
  • Build and maintain data pipelines and transformations (using data analytics and management platforms and data-centric programming languages) ensuring reliable, repeatable processing.
  • Apply data governance policies, standards, and procedures consistent with DoD and Air Force guidance.
  • Ensure data assets adhere to VAULTIS principles.
  • Maintain data quality controls, validation routines, metadata, and data cataloging.
  • Serve as a data steward, safeguarding the security, accuracy, and accessibility of mission data.
  • Administer and maintain the databases and systems that store and process collected performance/test data.
  • Support the physical and emulated environments that generate or host data used in independent analyses.
  • Support assurance of network security and interoperability with the AFNet and AFNet core services.
  • Support independent analyses that inform security, performance, and integration risk management decisions.

Job Requirements:
  • Active Secret security clearance.
  • Minimum DoD 8170.01-M IAM Level I certification (e.g., CompTIA Security+).
  • 5+ years of relevant experience.
  • A bachelor's degree in Computer Technology/Engineering, Information Management Systems, Management Information Systems, or Information Technology (relevant experience may be substituted for some education).
  • Demonstrated experience in Database Administration, Data Analysis, and/or System Administration.
  • Hands-on experience and working knowledge of business intelligence software (such as Power BI or Tableau), data analytics and management platforms (such as Palantir Foundry or Databricks), and current data-centric programming languages (such as Python or R).
  • Strong proficiency with statistical analysis and data analysis tools/techniques.
  • Experience building data pipelines, ontologies, and analytic applications in Palantir Foundry.
  • Proficiency developing distributed data processing jobs using current data-centric programming languages (such as Python or R).
  • Ability to design and deliver dashboards and visualizations using business intelligence software (such as Power BI or Tableau.
  • Experience implementing data governance, data quality, and data lifecycle management practices.
  • Familiarity with the DoD Data Strategy and VAULTIS data principles.
  • Experience with performance monitoring, root-cause analysis, and troubleshooting in enterprise network environments.
  • Familiarity with DoD/Air Force network environments, core services, and security/interoperability standards.
  • Strong written and verbal communication skills.
