Job description

The Chief Information Officer provides organizational leadership for technology, information systems, and business intelligence in furtherance of the agency’s mission and strategic intent.

Essential Job Functions Strategic:

Serve as a member of the senior leadership team, contributing to organizational strategy and the prioritization of cross-departmental initiatives.

  • Develop and implement data strategy and enterprise technology solutions for the organization. Ensure technology supports the overall continuous provision of treatment/clinical services and operations aligned to the organizational vision, mission, and strategic goals; actively promoting balanced scorecard and balance long range planning with ability to anticipate needs, organize, lead and troubleshoot operations to achieve desired outcomes.
  • Guide teams and influence change, emphasizing communication, problem solving, leadership, and ownership. Ensure information systems and enterprise technology/solutions align with safe, efficient and effective client care, and treatment and operational excellence. Effectively partner and collaborate with clinical and operational teams using a shared ownership approach to ensure technology is leveraged fully and effectively as expected, align to positive client and end‑user experiences, and support the organization’s data strategy and needs.
  • Partner cross‑functionally to help ensure standard processes and practices are in place to allow for technology adoption across the organization. This includes collaboration to ensure role‑based training inclusive technology tool investments are aligned to effective adoption of systems by clinical, operational, and leadership staff members. Ensures systems are in place and effective at both supporting end users and bringing issues to resolution with alignment to the operating model of the organization.
  • Lead the organization’s enterprise Electronic Health Record (EHR) and business systems initiatives – focusing on data‑driven decision‑making goals of the organization and integrations of technology and business intelligence for clinical workflows as well as operational workflows.
  • Lead enterprise‑wide efficiency improvements through automation, artificial intelligence (AI), and data‑driven decision‑making.
  • Partner with clinical leadership to promote opportunities to leverage technology in service delivery. Benchmark solutions to ensure cybersecurity protocols and data privacy are aligned with clinical/evidence‑based practices.
  • Establish and maintain enterprise‑wide cybersecurity and information security frameworks designed to protect organizational systems, infrastructure, data, and business continuity (e.g., leads development and management of Cybersecurity Incident Response Plan).
  • Ensure digital transformation initiatives are security‑minded, operationally scalable, and aligned with applicable regulatory standards and best practices.
Operational:
  • Oversee information systems, data management, and information security to support operations and compliance.
  • Oversee enterprise technology solutions to ensure secure, scalable, redundant, and cost‑effective deployment of systems.
  • Oversee Business Intelligence and data analytics in support of reporting and execution of strategic and operational outcomes.
  • Lead cybersecurity operations, vulnerability management, threat monitoring, and incident response activities to minimize organizational risk.
  • Lead technology innovation and adoption to enhance efficiency, reporting, and program outcomes.
  • Manage vendor relationships and ensure technology investments align with mission needs.
  • Lead enterprise data governance, reporting, analytics, and information management initiatives.
  • Lead project management governance and successful execution of enterprise technology initiatives.
  • Act as a staff liaison for technology to relevant Board committees (e.g., Audit).

Leadership Duties

Leadership: Communicates, supports and links Hillside mission, vision, values, goals, and strategies to everyday work and establishes clear, meaningful, challenging, and attainable objectives and expectations that are aligned with those of the organization.

Management: Aligns the right work with the right people; delegates tasks according to people’s strengths and interests. Ensures staff has the skills and resources to be successful. Provide staff with coaching, training and opportunities for growth to improve their skills. Treats staff fairly and consistently. Shares accountability when delegating and involves staff in setting their performance goals.

Governance: Ensures Hillside policies, procedures and all applicable governmental laws/regulations/guidelines are followed. Makes decisions and has authority to implement decisions in conjunction with the leadership structure of the given area of responsibility.

Education & Experience

Master’s degree in information systems/technology management, health informatics/data science, healthcare administration, business administration or related field required.

Minimum 15+ years of progressive experience in leading a healthcare/human services focused organizational technology and system strategy inclusive of client/treatment focused systems commonly known as Electronic Health Record (EHR) or Electronic Medical Record (EMR) required.

Demonstrated success leading enterprise‑wide digital transformation and strategic technology initiatives.

Experience overseeing cybersecurity, enterprise infrastructure, cloud technologies, data governance, and large‑scale system implementations.

Experiences in technology systems and infrastructure investment planning and budgeting, including ROI modeling and business case analysis.

Experience working in and understanding clinical treatments and programming models and translating technology needs to align to clinical practice and workflow needs in complex organization and/or healthcare system.

Experience in compliance, data security, and cybersecurity for healthcare focused PHI.

Experience in creating and executing an enterprise data strategy and operational excellence models aligned to continuous improvement plans, strategic initiatives, and customer experience standards.

Special Requirements

Unrestricted, valid NYS driver’s license for minimum of 1 year with a clean driving record and minimum insurance coverage that meets agency standards.

Proficient in the use of Electronic Health Records (EHRs) / Electronic Medical Records (EMRs), case management systems, and Microsoft Office applications (e.g., Excel, Word, PowerPoint, etc.), along with strong subject matter expertise in regulatory compliance, risk management (e.g., contingency planning), cybersecurity, disaster recovery (e.g., data recovery), information security frameworks, and etc.
