About the Role
cFocus Software Incorporated is seeking a Senior Geospatial Data Scientist to serve as the analytic engine of a TS/SCI-cleared team supporting DHS CISA's mission to model, monitor, and protect the nation's communications infrastructure, including undersea cables. You will design and operationalize geospatial data science workflows on the ESRI platform that deliver near real-time situational awareness to Government decision-makers before, during, and after national emergencies.Responsibilities
  • Design, implement, and operationalize geospatial data science workflows using ArcGIS Pro (desktop analytics and geoprocessing), ArcGIS Enterprise and ArcGIS Online (web GIS publishing, analysis, and content management)
  • Automate reproducible analytics and enterprise system integration using Python libraries including ArcPy and the ArcGIS API for Python
  • Perform exploratory data analysis, clustering, hot-spot detection, suitability modeling, route optimization, and predictive modeling on large infrastructure datasets using ArcGIS Pro and Python
  • Publish analytic outputs as web maps, web scenes, and analytical services; configure sharing, groups, roles, and collaboration across enterprise portals
  • Integrate analytic services with downstream applications including ArcGIS Dashboards and Experience Builder consistent with agency architecture
  • Conduct network-based and technology-based analyses of critical undersea and terrestrial communications infrastructure, including infrastructure mapping, performance assessments, and data validation
  • Develop and present Analysis Decision Briefings to Government stakeholders prior to initiating assigned analyses
  • Monitor enterprise geospatial tool accounts in accordance with security clearance level; interface with critical infrastructure sector representatives and DHS components
  • Respond to initial analytic requests, perform preliminary research, and conduct rapid triage on questions, issues, or events involving the nation's critical communications infrastructure before elevating to Government leads
  • Provide analyses before, during, and after national security and emergency preparedness (NS/EP) events, including surge support outside normal business hours
  • Deliver tool training in lecture, demonstration, and desk-side formats upon delivery of new capabilities and semi-annually thereafter
  • Produce concise, professional-quality written products including analytic reports, briefings, and documentation on 5-business-day Government review cycles
Required Qualifications
  • Active, final Top Secret/SCI clearance granted by the U.S. Government; U.S. citizenship
  • Bachelor's degree with six (6) years of specialized experience, Master's degree with four (4) years, or ten (10) years of equivalent specialized experience
  • Advanced proficiency with the ESRI ArcGIS product suite: ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online
  • Demonstrated experience automating geospatial analysis with Python, ArcPy, and the ArcGIS API for Python
  • Demonstrated experience developing geospatial products from large datasets, including spatial statistics (clustering, hot-spot analysis), suitability modeling, route optimization, and predictive modeling
  • Specialized experience in, or demonstrated aptitude for, telecommunications network modeling and analysis spanning the Public Switched Network (Internet, PSTN, and wireless), including associated methodologies, tools, data, and procedures
  • Working knowledge of cybersecurity and IT security principles
  • Strong research, analysis, and technical writing skills producing deliverables to formal Government acceptance standards
  • Familiarity with the National Response Framework (NRF) and Emergency Support Function (ESF) #2
  • Availability for after-hours, weekend, and holiday surge support during NS/EP events
Preferred Qualifications
  • Experience with telecommunications, utility, or other critical infrastructure datasets (e.g., HIFLD or comparable national-scale data programs)
  • Experience operating in classified environments and handling classified and sensitive unclassified mission data
  • Experience working under DHS 4300A/4300B or comparable federal security policy frameworks
  • Dashboard and geospatial visualization design for senior government or executive audiences
  • Experience supporting emergency operations, incident response, or 24/7 watch environment
