Job description

Overview

As a Program Delivery Specialist with Knowledge Services, you will serve as an integral team member on our state government Managed Service Provider (MSP) accounts.

  • Hiring managers and vendor recruiting partners alike will seek your guidance and support as their primary contact for Knowledge Services within the MSP Program.
  • You will partner with the client to address their staffing needs, managing and coordinating the requisition fulfillment and onboarding processes.
Responsibilities

Program Delivery Specialist Essential Functions:

  • Directly partner with hiring managers to forecast and fulfill staffing needs
  • Serves as the primary program advisor for assigned state government agencies, making day-to-day decisions that impact program outcomes
  • Develop and maintain proactive and constructive relationship with clients by demonstrating an understanding of the business and associated requirements and setting expectations accordingly
  • Independently interpret MSP policies to determine vendor eligibility, candidate suitability, and compliance adjustments.
  • Develop a strong working knowledge of Knowledge Services’ Contingent Workforce solutions and MSP Program requirements
  • Communicate the client's recruiting/staffing needs to recruiting vendor partners
  • Review and vet candidate qualifications based upon hiring manager needs
  • Manage candidate pools, ensuring compliance is met with background, drug, and credential requirements
  • Coordinate onboarding with hiring managers and vendors
  • Approve or deny vendor exceptions related to onboarding, credentialing, and candidate submittals
  • Ensure all aspects of MSP Program rules, policies, procedures and processes are followed to ensure standardization, consistency and compliance across all areas of the MSP Program and that contractual scope of work for Client is delivered
  • Partner with Delivery Manager and Account Manager for the preparation and delivery of program reporting, program metrics, trainings, and client-specific strategy
  • Follow safe work practices and company rules and prevent accidents and injuries.

Requisition Management

  • Work with hiring managers and vendors throughout the requisition fulfillment lifecycle to:
    • Pre-qualify client manager position/project requirements
    • Advise client hiring managers on labor market conditions, candidate availability, and competitive rate strategies
    • Develop sourcing strategies for complex or highly specialized roles
    • Enter and review position/project requisitions in Knowledge Services’ Vendor Management System (VMS) and ensure vendors receive all position-specific requirements
    • Pre-screen qualified candidates submitted by vendors
    • Assist with the coordination of resource interviews with client managers and vendors
    • Ensure all resource onboarding is completed and meets contractual and client requirements
    • Coordinate resource start date with client managers and vendors
    • Work with vendors to ensure all resource time and expenses are entered in a timely manner
    • Follow up with client managers to ensure resource time is approved or rejected appropriately
    • Follow up with vendors to provide status updates on positions and candidates
    • Facilitate weekly vendor calls
    • Ensure resources are offboarded completely in accordance with program processes and client requirements, as required.

Program Management

  • Provide excellent customer service to client managers, vendors, and resources
  • Communicate proactively and regularly with team members, clients, and vendors
  • Monitor the program inbox and resolve assigned tasks
  • Facilitate, manage, and assist in resolving client and vendor related issues, escalating to Delivery Manager or Account Manager as appropriate
  • Identify process gaps and leads the implementation of new workflows, documentation, and performance metrics
  • Review quarterly vendor scorecards and recommend program-level corrective actions or vendor panel adjustments
  • Identify opportunities to promote the MSP program and increase client usage
Qualifications

Program Delivery Specialist Requirements:

  • Must have at least 1-3 years of recruiting or staffing industry experience within a staffing agency or MSP environment
  • Managed Service Provider (MSP), Staffing and Recruiting Program, Employer of Record Program, Recruitment Process Outsourcing (RPO) Program, and/or Consulting Solutions experience is highly desired
  • Proven technical aptitude, with VMS or ATS experience preferred
  • Bachelor’s degree preferred
  • Proven aptitude for being proactive, organized, accurate, and detail-oriented
  • Proven aptitude to execute in a fast-paced, high-volume environment and to respond to client needs
  • Proven ability to identify and analyze problem situations and develop an effective course of action for resolution
  • Strong interpersonal, planning, leadership, and time management skills
  • Positive attitude and proven ability to take initiative
  • Client-facing and strong relationship-building experience
  • Demonstrate excellent communication and follow-up skills
