M&J is seeking the role of Construction Inspector Level III (CI-III), serving as a senior technical assistant to the Government Project Engineer (PE) and supporting the inspection and oversight of highway and construction activities. This role requires independent judgment, technical expertise, and coordination with contractors and project stakeholders. The CI-III is responsible for ensuring that construction activities comply with contract requirements, safety standards, and quality expectations. A CI-III performs assignments under the supervision of the Senior Vice President or supervisor assigned.

Responsibilities
  • Perform daily field inspections covering traffic control, environmental controls, layout, construction methods and materials, and all issues related to the construction activities. Determine acceptability of day-to-day contractor work.
  • Review contractor daily reports and recommend acceptance or rejection; maintain a clear, accurate daily project diary and complete Inspector's Daily Reports (IDR) and other required forms.
  • Verify field procedures align with the approved Quality Control Plan and established procedures.
  • Review material submittals, testing procedures, and test results for contract conformance; update and maintain the project Material Register.
  • Measure and record quantities of materials placed; perform takeoffs to verify conformance with required quantity amounts; assist with finalizing quantities for monthly progress estimates.
  • Coordinate and schedule the efforts of others as needed; communicate proactively with project stakeholders to support quality, schedule, and documentation requirements.

Qualifications
One of the following certifications in the highway/bridge construction field:
1. NICET Certificate - Level III or higher, or equivalent state certificate
2. EIT Certificate
3. Degree in Engineering/Technology
  • Bachelor's or master's degree in civil engineering or related field.
  • Extensive, progressively responsible experience as a construction inspector on heavy/highway projects, with strong working knowledge of traffic control, erosion control, and asphalt paving operations.
  • Demonstrated ability to verify contract conformance in the field, review material submittals and testing, maintain material registers, and document daily activities (IDR, diaries, forms) to agency standards.
  • Proficiency with Microsoft Outlook, Excel, and Word; competency with Primavera or comparable scheduling software; ability to work effectively using internet-based tools.
  • Proven capability to coordinate/schedule the efforts of others and collaborate with multidisciplinary teams.
  • Availability to support night and weekend work as project needs require.
  • Education, certifications, and overall background commensurate with a Construction Inspector III role; relevance of credentials and years of experience will be key evaluation factors.
