Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking a highly experienced Senior Construction Representative to join our team and perform Construction Management Services (CMS). This role is ideal for a professional with 10+ years of expertise in construction management, field inspections, and quality assurance. The candidate should possess a deep understanding of complex construction operations, safety regulations, and contractor evaluation processes.

Duration: Base period: 1 Year, optional periods: Three (3) additional 1-year options.

Key Responsibilities:

  • Conduct on-site inspections and review reports to evaluate effectiveness and compliance.
  • Inspect complex construction projects requiring specialized technical expertise.
  • Ensure contractor compliance with schedules, plans, specifications, and workmanship standards
  • Inspect materials, installations, and testing; address deficiencies and suggest alternative methods.
  • Review contractor quality control reports and perform quality assurance inspections per USACE standards.
  • Verify that materials and workmanship meet contract requirements during ongoing activities.
  • Participate in preparatory and initial inspections; provide Quality Assurance Reports within 24 hours.
  • Confirm site layout, elevations, and QC requirements before work begins.
  • Monitor deficiency tracking and ensure corrective actions are documented and effective.
  • Maintain records of deficiencies, field issues, and RFIs for project tracking.
  • Conduct shop inspections of offsite fabricated items to verify compliance before delivery.

Qualifications to be successful in the role:

  • Minimum of 10 years of construction management and field inspection experience.
  • Proven experience in managing complex construction operations.
  • Strong technical expertise in construction scheduling, quality assurance, and safety compliance.
  • Excellent analytical skills to assess contractor claims and performance.
  • Proficiency in maintaining thorough documentation and reporting using systems like USACE Resident Management System (RMS)
  • Expertise in:

    o   Field inspections to determine acceptability of workmanship and compliance with plans and specifications.

    o   Interpretation of plans and specifications and review of as-built drawings.

    o   Reviewing contractor daily quality control reports for accuracy and deficiencies and performing quality assurance inspections.

    o   Familiarity with EM 38511 (USACE Safety and Health Requirements Manual) and 29 CFR 1926 OSHA Construction Industry Regulations.

    o   Reviewing and evaluating construction contractor claims for submission to the Contracting Officer, identifying pertinent drawings, specifications, developing chronology of correspondence and events relative to claims.
