About this Role

FiberTel is currently looking for an experienced Public Works Compliance Specialist for our Springville, UT location.

We are seeking a detail-oriented compliance professional to manage labor compliance across FiberTel's public works and federally-assisted construction projects in multiple states. This role is responsible for resolving labor compliance deficiencies, administering Project Labor Agreement (PLA) requirements, maintaining apprenticeship program documentation, ensuring proper jobsite wage determination postings, and working directly with project managers to monitor ongoing compliance in the field. The ideal candidate has strong working knowledge of multi-state public works and prevailing wage compliance requirements, DIR/state labor compliance forms, apprenticeship documentation, and PLA administration.

Pay: $60k-75k/yr, DOE

What You'll Do
  • Respond to labor compliance deficiency notices from awarding bodies and labor compliance program (LCP) monitors, resolving and resubmitting required forms and documentation within required timeframes.
  • Administer Project Labor Agreement (PLA) requirements on covered projects, including monitoring contractor and subcontractor obligations under applicable PLAs.
  • Prepare and submit public works contract award and apprentice dispatch forms, and maintain apprentice certification documentation and ratio compliance for all applicable contracts.
  • Complete and submit labor compliance checklists, fringe benefit statements, and related certification forms as required by awarding bodies.
  • Ensure required public works wage determination postings and jobsite compliance notices are current at all active project sites.
  • Coordinate with project managers and field supervisors to monitor ongoing labor compliance at the jobsite level, flagging issues before they become deficiencies.
  • Maintain authorized signatory documentation and coordinate training fund/fringe contribution submissions with Payroll as needed.
  • Track open deficiencies and compliance status across all active public works projects by project and state, and prepare Final Affidavits at project closeout.
What You'll Bring
  • Proven experience with multi-state public works and prevailing wage labor compliance requirements.
  • Working knowledge of Project Labor Agreement (PLA) administration and apprenticeship program/ratio compliance.
  • Familiarity with state DIR forms, labor compliance monitoring platforms, and jobsite posting requirements.
  • Ability to work cross-functionally with project managers and field staff to monitor compliance and manage multiple open deficiency items across projects and states.
  • Strong organizational skills and high attention to detail in forms-heavy, deadline-driven compliance work.
  • Ability to communicate effectively with awarding bodies, LCP monitors, subcontractors, and internal teams.
