Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major Duties and Responsibilities

Function 1 (incl. Expected results): Evaluate the operational safety level of the ATS units against SMS safety performance target if identified.

Function 2 (incl. Expected results): Identify operational anomalies in ATS units which could cause incidents.

Function 3 (incl. Expected results): Make recommendations to improve the level of operational safety by utilizing the safety management systems approach of hazard/consequence identification and mitigation techniques...

Function 4 (incl. Expected results): Evaluate the present methodology of investigating air traffic incidents and the inspection of operational safety in ATS units, issuing recommendations for its improvements. Methodologies should emphasize the concept the just cause approach.

Function 5 (incl. Expected results): Submit reports on the safety level of the ATS units visited with recommendations to eliminate all identified anomalies.

Function 6 (incl. Expected results): Submit a report for the methodology improvement of the safety inspection in ATS units and incidents investigation.

NOTE: All information obtained is of exclusive usage of the host country's aeronautical administration. The expert should agree to sign a legal agreement of secrecy on all information accessed and on the issued reports.

Qualifications and Experience

Education: University degree, or equivalent qualifications and experience in the field of civil aviation.

Professional experience:

1. Experience on performing inspection of operational safety in air traffic control units of great density of air traffic flow.
2. Experience in establishing methodology to perform the investigation of an ATS incident and on elaborating the safety recommendations.
3. Knowledge of the ICAO Integrated Safety Management program including familiarity with all aspect related to the implementation and functions of the State Safety Program (SSP) and Safety Management Systems (SMS...

Languages:

Essential:

• A good command of oral and written English.

Desirable:

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

Conditions of Employment

It should be noted that this is a prospective position intended for experts interested in consultancy contracts (short and long term).

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
