Job description

Location: Hybrid- Suitland, MD. Onsite once (1) per week is the anticipated requirement.
Travel: This position requires the ability to report onsite, as needed, for program execution in Suitland, MD.
Years' Experience: 8+ years professional systems engineering or related experience.
Education: Bachelor's Degree in related field.
Clearance: Applicants must be able to obtain and maintain a Public Trust security clearance. United States Citizenship is required as part of the eligibility criteria to be able to obtain this type of security clearance.
Key Skills:
  • Must have experience supporting the analysis, design, development, integration, and implementation of enterprise information systems.
  • Demonstrated experience applying systems engineering principles across the full infrastructure lifecycle, including architecture, design, implementation, integration, testing, deployment, operations, and modernization.
  • Experience with requirements elicitation and analysis of highly available, scalable, secure, and resilient enterprise infrastructure.
  • Experience working with cross-functional teams including cybersecurity, networking, systems administration, cloud engineering, software development, and operations.
  • Current or prior U.S. Census Bureau experience or experience with Federal systems engineering preferred.

Responsibilities
  • Lead requirements elicitation sessions with business and technical stakeholders, focusing on infrastructure requirements.

  • Support the development of user stories, use cases, operational workflows, and acceptance criteria.

  • Support development of Interface Control Documents (ICDs), data mappings, and technical documentation.
  • Support system integration planning, testing, and defect resolution activities.

  • Identify infrastructure risks, dependencies, and technical debt while recommending mitigation strategies.
  • Collaborate with cybersecurity teams to ensure infrastructure complies with Federal security requirements, security controls, and enterprise architecture standards.
  • Collaborate with software developers, testers, cybersecurity, infrastructure, and business teams to clarify requirements.
  • Participate in design reviews, technical working groups, and engineering discussions.
  • Assist with project planning by identifying technical dependencies, assumptions, and risks.
  • Produce documentation supporting system implementation and operational readiness.

Qualifications
  • Ability to obtain and maintain a Public Trust Security Clearance.
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related technical field.
  • 8+ years of experience supporting systems analysis, systems engineering, or requirements engineering activities.
  • Must have experience with requirements elicitation and analysis of highly available, scalable, secure, and resilient enterprise infrastructure.
  • Experience using Sparx Enterprise Architect or similar modeling tools preferred.
  • Experience using requirements management tools such as Jira, IBM DOORS, Jama, or similar preferred.
  • Familiarity with Model-Based Systems Engineering (MBSE) concepts and SysML preferred.
  • Experience eliciting and documenting business (BRD) and system non-functional requirements (NFR).
  • Experience creating functional specifications, interface documentation, and technical artifacts.
  • Experience supporting enterprise monitoring and performance management solutions.
  • Experience with enterprise networking concepts including TCP/IP, DNS, load balancing, routing, switching, VPNs, and firewalls.
  • Experience with cloud and/or on-premises enterprise systems.
  • Experience supporting software development lifecycle (SDLC) activities.
  • Experience with interface standards including REST APIs, SOAP, XML, JSON, messaging services, and batch integrations.
