GENERAL DESCRIPTION: Perform highly advanced (senior level) computer programming work in the IT Identity and Access Management (IAM) team. Work involves overseeing IAM projects; analyzing proposed updates and application implementations; troubleshoot and fix access errors and system bugs. May independently perform the most complex programming work and review and evaluate programming efforts against system requirements. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
  1. Oversee and/or perform work on programming projects, including those that are highly complex in nature or large in scale.
  2. Oversee and/or perform highly complex coding, testing, debugging, and implementation of applications.
  3. Oversee and/or perform the research and the analysis required for project proposals, software and systems modifications, and new projects.
  4. Oversee and/or analyze, design, plan, diagram, and verify procedures for existing and proposed applications.
  5. Oversee and/or create technical documentation; system processes and designs and integrations with other systems
  6. Oversee peer code reviews and offer suggestions to improve code or correct potential design, functional, or performance issues.
  7. Provide technical advice, assistance, and recommendations in matters related to programming operations and problems.
  8. Train and mentor junior developer staff in development methodology, software development lifecycle, and establish business processes.
  9. Present training sessions for programmers, Department users and some users employed by other agencies as appropriate to accomplish scheduled development, testing, implementation and utilization of the completed systems.
  10. Create, build, deploy and maintain multiple branches of source code ensuring proper segregation.
  11. Manage several projects, production issues and daytoday operations daily.
  12. May provide technical expertise and guidance to project teams on desired application solutions and functionality to improve process flow and/or application efficiencies.
  13. May recommend changes to improve workflow efficiency, productivity, customer service or compliance with applicable laws and regulations.
  14. May assist the manager in planning, developing and implementing new processes and procedures.
  15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  16. Perform other duties as assigned.

GENERAL QUALIFICATIONS and REQUIREMENTS:
Education: High School Diploma/equivalent is required. Graduation from an accredited fouryear college or university with a major in Information Technology or a related field is preferred.
Experience: Minimum of eight (8) years experience in a technology environment which includes a minimum of eight (8) years¿ experience in enterprise Identity and Access Management, including Identity Governance and Administration; and a minimum of three (3) years of SailPoint experience.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a yearforyear basis.
Regulatory Knowledge: Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Programming Skills: Considerable knowledge in IAM automation, APIdriven integration and extensibility using scripting and modern integration patterns, with working knowledge of federation and provisioning standards including SAML, OAuth, OIDC, SCIM, LDAP, SQL, REST API's, and Active Directory.
Supervisory/Managerial/Leadership Skills: Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Able to apply emotional intelligence, including active listening and conflict resolution, to a situation
Interpersonal Skills: Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills: Must be organized, flexible, and able to prioritize in a multidemand, effectively and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills: Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Skill in oral and written communication in technical and nontechnical terminology.
Analytical Reasoning/Attention to Detail: Must demonstrate an ability to examine data/information, discern variations/similarities, and be able to identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems): Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems, Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
Confidentiality and Protected Information: Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule: Availability for afterhours and weekend work is required. Availability to go to offsite training/conferences.
