The primary purpose of this position is to serve as a Technical Director, Office of Safety. This is accomplished through the development and implementation of technical risk management and system safety policy, standards, processes and infrastructure necessary for systems definition, development, production, support and disposal.Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the NH-0803, All Professional Engineering Series.
SPECIALIZED EXPERIENCE: Applicants must meet the basic requirements for the NH-0803-04, Safety Engineer and have or will have, within 120 days of the closing of this announcement, at least one year of specialized experience at the next lower broadband NH-03/GS-13 or equivalent in the Federal Service. Specialized experience must include safety engineering experience related to the design, development and/or sustainment of weapon systems, subsystems and/or support equipment. NOTE: You must submit a copy of official transcripts.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
IDEAL CANDIDATE STATEMENT: An ideal candidate would have a MS degree, 10+ years systems safety experience, experience with systems safety policy development, familiarity with other safety disciplines (occupational, flight, and weapons), and in-depth knowledge of system safety doctrine.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of advance engineering concepts, principles and practices that enable the incumbent to serve as an expert in the full range of system safety engineering and systems engineering functions. Incumbent will possess the ability to incorporate necessary training in program initiatives to meet mission needs.
2. Advanced knowledge of DoW, Air Force, and AFMC command structure, missions, roles, programs, mission areas, enterprise, and organizational relationships.
3. Advanced knowledge of weapons hazard analysis techniques, hazardous operations, engineering drawings and equipment design criteria regarding systems engineering and system safety engineering requirements.
4. Thorough knowledge of all engineering disciplines and their relationships with other functions, including the total AFMC acquisition process, financial, personnel, maintenance and supply programs.
5. Ability to gather, organize, analyze and integrate facts, draw conclusions and devise solutions in extremely complex engineering areas.
6. Ability to communicate effectively, both orally and in writing, in the capacity of spokesperson for the Command. Must also communicate with the AFMC Commander, as well as mid- and top level decision makers at HQ USAF and SAF office, their superiors and peers, and personnel at the working level on issues related to systems engineering and system safety engineering.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.Education:ARE YOU USING YOUR EDUCATION TO QUALIFY?
