The Office of Coast Survey (OCS) manages the National Oceanic and Atmospheric Administration (NOAA) nautical charting and data collection and information programs. OCS manages an integrated suite of programs in hydrography and cartography to help protect life and property, support economic growth and development, and protect the environment in support of the overall mission to promote safe navigation. OCS is responsible for charting United States (U.S.) and territorial waters to the limits of the Exclusive Economic Zone, an area of about 3.4 million square nautical miles.

OCS is the oldest U.S. scientific organization. Since its birth as a nation, the U.S. has depended on marine transportation to move goods, services and people. Reducing the risk of marine accidents by providing navigation services has been a fundamental federal responsibility since Thomas Jefferson created the Survey of the Coast in 1807 in order to support a growing economy in a safe, efficient manner.

Responsibilities

Duties of the Program Analyst will include the following:

Performs analytical tasks either independently or as part of a team of analysts conducting management studies, workforce analysis, cost-benefit analyses, quality assurance management, risk management and/or similar activities. Support tasks are:

Engage with OCS Divisions and other stakeholders in support of the Chief Resource Management Staff (RMS) in budget, strategic and other planning, taskers, response coordination, performance tracking, and project execution.

Provide data analysis support to aid in automation and streamlining of business and administrative processes, including ingest, evaluation, transformation, merging, and reporting of data.

Identify operational bottlenecks, procedural deficiencies, and workflow risks; develop actionable recommendations for management review.

Support development and refinement of internal and external stakeholder requirements to inform the buildout of new processes and analytical tools designed to streamline budget and administration execution.

Research and draft administrative policies, Standard Operating Procedures (SOPs), and operational guidelines on behalf of OCS Business Manager and other Senior Leadership as needed.

Prepare detailed study reports, executive summaries, decision packages, and briefing materials for senior leadership.

Prepares a variety of reports, assessments, or evaluations in support of the analyses conducted.

Qualifications

The Program Analyst selected should have the following:

- Bachelor's and 1 yr exp and 6 mo specialized project exp or formal training- Performs analytical tasks either independently or as part of a team of analysts conducting management studies, workforce analyses, cost-benefit analyses, earned value management reports, configuration management, quality assurance management, risk management and/or similar activities. Prepares a variety of reports, assessments, or evaluations.
