The Deputy Assistant Secretary (DAS) for Native American Programs serves as the principal source of expertise within the Department regarding all HUD programs for American Indians and Alaska Natives. In this capacity, the DAS serves as the principal advisor to the Secretary, the Assistant Secretary for Public and Indian Housing and other principal Departmental staff. The DAS is responsible for, and is regularly involved in, the development and implementation of the major policies, procedures, and guidelines for all aspects of the assigned programs. The DAS also exercises full managerial responsibility for all employees in the Office of Native American Programs (ONAP) nationwide. The responsibilities of ONAP involve major Departmental policies and operations.
The DAS is responsible for: administering the provision of housing assistance to Indian housing authorities and tribes under HUD's Indian housing assistance programs; administering the community development block grant (CDBG) program for Indian tribes; administering homeownership programs for Native Americans including the Indian Home Loan Guarantee Program; and coordinating all programs of the Department relating to Native American and Alaska Native housing and community development. In addition, the DAS will be responsible for implementing the Native American Housing Assistance and Self Determination Act of 1996, including the promulgation of a Final Rule pursuant to the recently complete negotiated rulemaking process.
Maintains liaison and working relationships for the Department with other Federal agencies with responsibilities for housing and related social services for Native Americans and Alaska Natives. Functions include: Coordination and participation in joint efforts to improve the quality of housing and related social services; coordination and development of joint cooperative efforts between HUD and other agencies for housing and related services; development and coordination of special training efforts designed to improve Native American or Alaska Native capability to construct and manage housing stock.
Maintains liaison for PIH with Indian tribal organizations; non-reservation Indian organizations; national advocacy organizations concerned with Native American housing or related social services; State and local governments exercising responsibility for Indian or Alaska Native housing; and other organizations representing other native groups under U.S. protection and/or supervision. In this capacity, the DAS further quantifies specific concerns or client needs; advises the Secretary and Assistant Secretary for PIH and develops specialized plans or strategies to address specialized housing needs; works with State and local government to develop and/or finance cooperative housing ventures for both reservation and non-reservation Indians.
In cooperation with the Budget Division, develops analyses of funding allocations and/or expenditures on behalf of American Indians or other native groups; develops and recommends program financing goals for American Indians and other native groups; provides user data and analyses of funds utilization effectiveness by Indian and other native client groups; and provides special client input into the development of overall controls for the assignment of housing program funds.
Carries out EEO policies and communicates support of these policies to subordinates and all employees. Assures equality in determining qualifications, selections, assignments, training, promotions, discipline, and awards to employees. Cooperates with and participates in the development of an EEO affirmative action plan and efforts regarding staffing, motivation, and training to develop all employees. Ensures that minorities and women are considered for training opportunities and are also nominated/appointed to boards and committees.

Qualifications
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last five (5) years, a political Schedule A, Schedule C, or Presidential Appointee employee in the Executive Branch (including noncareer SES and Limited Term SES and Limited Emergency SES) OR an assistant position to a political appointee OR an individual serving in a political capacity under agency-specific authority occupying a position excepted from the competitive service by the President/OPM because of the confidential or policy-determining nature of the position duties; you must disclose this information on your resume and to the Human Resources Office.
As a basic requirement for entry into the senior executive service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

• Leading the work of an organizational unit
• Ensuring the success of one or more specific major programs or projects

• Supervising the work of employees, developing policy and other executive functions

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy these technical qualifications.
MTQ 1:Demonstrated ability to develop, structure and market financial credit products, implement and manage guaranteed and insured commercial credit transactions, and skill in leveraged financing for affordable housing and community development projects.
MTQ 2: Demonstrated skill in conducting due diligence on, and packaging loan portfolios for secondary mortgage markets.
MTQ 3: Knowledge and expertise in sovereignty and related legal matters related to Native Americans, Alaskan Natives, and/or Native Hawaiians.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification (MTQ) requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4 - LEADING PEOPLE: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement).
ECQ 5 - ACHIEVING RESULTS: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operational Mindset, Innovation, Strategic Thinking).
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you MUST attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
A method to present demonstrated evidence of the ECQs and MTQs is to use the C - C - A - R model (Challenge / Context / Action / Results):
1. Challenge - Describe a specific problem or goal.
2. Context - Talk about the individuals and groups you worked with, and/or the environment in which you worked to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
3. Action - Discuss the specific actions you took to address a challenge.
4. Results - Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
