Own the numbers behind a multi-year capital expansion program. As the founding project-controls leader for Solx's build-out in Puerto Rico, you'll establish the cost, schedule, change, and risk systems the entire program runs on — and make sure that what the field reports, what contractors invoice, and what the capital forecast says all reconcile to one set of numbers.

This is a build-it-from-zero role for someone who believes project controls is a decision-support function, not a reporting function. Your analysis will drive contingency decisions, contractor negotiations, and executive and board reporting on a program of consequence. You will report directly to the VP, Capital Projects.

• Establish and run the program's project-controls system: work breakdown structure, cost breakdown structure, budget and schedule baselines, and change control.
• Develop and maintain the integrated master schedule; perform critical-path and float analysis; independently review and challenge contractor-developed schedules.
• Own cost management end to end — commitments, expenditures, accruals, cash flow, contingency drawdown, and cost-at-completion forecasting.
• Run progress measurement and earned value; verify contractor progress claims against physical completion before payment is certified.
• Administer change control from trend identification through change-order pricing review and baseline revision.
• Build and maintain the program risk register; run quantitative cost and schedule risk analysis to size and defend contingency.
• Produce executive-, lender-, and board-level reporting: variance analysis, forecast versus baseline, and the narrative that explains both.
• Support estimating, bid analysis, and commercial evaluation for contractor and OEM selection.
• Partner with Finance on capitalization, capital forecasting, and the documentation supporting incentive eligibility (Section 45X, 48C, Act 60, domestic content).
• Establish document control and the data standards that keep cost, schedule, and field progress reconciled to a single source of truth.
• Build, train, and lead the project-controls team as the program scales.

The scope of this role spans the full controls discipline, including: cost engineering, planning and scheduling, progress measurement and earned value, change control, risk analysis, estimating support, and executive reporting.

• Stand up the controls function from nothing — the WBS, cost codes, schedule structure, and reporting cadence the whole program will run on for years.
• Create one source of truth for cost and schedule, so field progress, contractor invoices, and the capital forecast reconcile without a reconciliation exercise.
• Build the change-control discipline that keeps a multi-year program from absorbing scope quietly.
• Run the quantitative risk analysis that sizes contingency defensibly for the board, lenders, and investors.
• Deliver reporting our executive team and capital partners can act on without translation.

• Bachelor's degree in engineering, construction management, quantity surveying, finance, or a closely related discipline.
• 10+ years in project controls on large capital programs, including cost and schedule ownership on at least one project of $250M or greater.
• Deep expertise in earned value management, progress measurement, and cost-at-completion forecasting.
• Expert-level scheduling in Primavera P6 or equivalent, including independent critical-path and float analysis on contractor schedules.
• Demonstrated ownership of change control and contingency management on an active capital program.
• Strong contract literacy — you can read a construction contract and know immediately what it does to the cost report.
• Advanced Excel and working fluency with cost-management or ERP systems.
• The ability to present cost and schedule reality to executives clearly, early, and without softening it.
• Willingness to be based on-site in Aguadilla, Puerto Rico for the duration of the build.
• Bilingual English/Spanish a plus.

• Owner's-side project controls on greenfield high-tech manufacturing — semiconductor, advanced electronics, battery, or comparable cleanroom facilities.
• Quantitative risk analysis experience, including Monte Carlo cost and schedule modeling (e.g., Primavera Risk Analysis, Safran, Acumen).
• Experience building a project-controls or PMO function from scratch at a scaling company.
• Experience with lender- and investor-facing reporting on project-financed capital programs, including independent engineer interfaces.
• Familiarity with U.S. clean-energy manufacturing incentives (Section 45X, 48C) and domestic-content documentation requirements.
• Project experience in Puerto Rico, the Caribbean, or other island or logistics-constrained environments, including Jones Act considerations.

This is an onsite role combining office-based analysis with regular time on an active construction site. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The role typically requires the ability to:

• Climb ladders and stairs and access elevated work areas as required for progress verification.

• Work outdoors and in an active construction environment, including exposure to noise, dust, moving equipment, heat, and humidity.
• Use standard personal protective equipment (PPE) as required on site.
