FBMG-027 | Fort Buchanan Microgrid | Contingent opportunity

WORK LOCATION: ON ISLAND / PHASE-BASED - on site for the full duration of roofing operations

REQUISITION: FBMG-027

CSS CAM LCAT: 140 - Senior Technical Staff Member (Roofing Quality)

DUTY LOCATION: Fort Buchanan, Guaynabo, Puerto Rico

WORK ARRANGEMENT: ON ISLAND / PHASE-BASED - on site for the full duration of roofing operations

REPORTS TO: Independent reporting concurrently to Government and CQC System Manager

EMPLOYMENT: Independent subcontract assignment; contingent

REQUIREMENT BASIS: SOLICITATION-MANDATED independent roofing quality observer

About ERP and the Project

Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is developing a contingent project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.

Position Summary

Provide independent daily observation and quality control for all roofing work. The RRO may not be an employee of the prime contractor and must communicate plans, schedules, reports, and documentation directly to the Government at the same time they are provided to the CQC Manager.

What You Will Do
  • Remain on site for the duration of roofing operations and provide daily oversight of materials, storage, substrate, insulation, membrane, flashing, sheet metal, penetrations, and safety interfaces.
  • Verify work against approved plans, specifications, submittals, manufacturer requirements, and accepted preparatory/initial controls.
  • Prepare daily reports, installed quantities, deficiencies, corrective actions, and required color photographic records.
  • Communicate directly and concurrently with the Government and CQC System Manager.
  • Support pre-final/final inspection, closeout records, warranties, and correction verification.
Minimum Qualifications
  • Current IIBEC/RCI Registered Roof Observer credential.
  • Demonstrated experience observing commercial or federal roofing systems comparable to the project scope.
  • Independence from the prime contractor as required by the specification.
  • Ability to remain on site in Puerto Rico for the complete roofing phase and obtain installation access.
Preferred Qualifications
  • Federal/USACE roofing inspection, BESS enclosure, manufacturer warranty, and electronic daily-reporting experience.
  • Spanish proficiency.
Field, Travel and Employment Conditions
  • This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
  • When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
  • Candidates must be authorized to work in the United States, follow drug-free workplace and conduct requirements, and protect FCI/CUI using only authorized systems and procedures.
