Job description
Job Title: Project Manager Wage/Hour Status: Exempt
Reports Executive Director Pay Grade: AP4
Dept./School: Facilities Length of Contract: 226 Days
Primary Purpose:
This position is responsible for managing a wide spectrum of construction and major maintenance projects extending from project initiation through to project completion and warranty walk through. Responsibilities include construction and maintenance related projects, tasks, and reports.
Qualifications:
Education/Certification Preferred:
Bachelor of Science in Construction Management, Architecture, or Engineering
OR
Minimum of five years of successful experience in construction management
Experience in the design and construction of educational projects preferred
Ability to communicate effectively with architects, engineers, contract entities, governmental agencies, and District staff.
Proficient in use of Windows based software including Microsoft Word, Excel, Powerpoint, Project, Google Suites and Bluebeam
Major Responsibilities and Duties:
1.Monitor the schematic design and design development phases of the project to ensure that the District's educational program requirements are being met. This will include attending all meetings and documenting discussions and resolutions. Record changes made to the program requirements because of budget requirements. Communicate this information effectively to the District Architect/Planner or other District staff as directed.
2. Coordinate with design firms, users, and other agency representatives.
3. Evaluate compliance with District approved requirements relating to approved scopes, budgets, and schedules at each milestone of the design process. Recommend any adjustments necessary to maintain budget and schedule.
4. Confirm at each milestone that the construction materials specified meet the District's required standards. Notify the District's Architect/Planner of any deviations from these requirements.
5. Monitor and direct information supplied by the District to the project architects pertaining to site surveys and conditions, as-built drawings, utility information, etc.
6. Contact all utility providers and notify them of the project's utility requirements (CenterPoint Energy, MUD Districts). Advise the District Architect/Planner of any necessary District action.
7. Monitor design schedules, design budgets, progress, and products specified for each project. Anticipate schedule problems and conflicts.
8. Review construction cost estimates for the assigned projects developed by the architects on as needed basis.
9. Conform to policies, procedures, reporting formats, and systems required by the District's Procedural manual.
BID AND AWARD PHASE:
1. Attend bid openings for each project or each section of the work (as needed).
2. Assist in the selection of general contractors, vendors, and suppliers for each project.
3. Review the contract documents prior to issue for proposals to confirm that the District's Supplementary General Conditions are incorporated for each project.
4. In collaboration with the architects; propose bidding strategy, prepare bidder list, and generate bidder interest. Assist in conducting the pre-bid conference.
5. Assist in bid openings, evaluation of bids, and recommend award of contract. Assist architect in contract preparation.
6. Immediately after the award of contract begin assembling the necessary bonds and insurance submittals from the contractor(s). Review the bonds and insurance for minimum requirements and forward them to the District Architect/Planner for approval.
CONSTRUCTION PHASE:
1. Attend pre-construction conferences conducted by the project architect and the contractor.
2. Attend separate trade pre-construction conferences conducted by the contractor as required.
3. Monitor critical path schedule as submitted by the contractor. Notify the Executive Director of any impacts to the schedule that could delay the completion date.
4. If construction is taking place on an existing campus, coordinate planned activities with school administration and maintenance staff.
5. Assist in the color and finish selection process. Monitor the progress of the selection process to ensure that the construction schedule is not delayed.
6. Complete Daily Report Form or other reporting instrument as developed during the procedure stage of the program.
7. Monitor Request for Information Process to ensure prompt response by all parties.
8. Monitor Submittal Process to ensure prompt submission and review.
9. Track the Proposal Request Process to ensure the change requested is necessary and that the cost change is acceptable.
10. Review pricing on all proposed changes and work with project architect and contractor to resolve differences. Recommend approval when price and scope of work are acceptable.
11. Review change directives for accuracy and recommend acceptance to the District.
12. Review payment requests for accuracy and forward to the Executive Director when approved for payment.
13. Verify that the contractor is keeping the as-built drawings current each month prior to pay request approval.
14. Verify that specified testing and start-up requirements of equipment and materials are being met.
15. Walk punch list with architect and contractor. Monitor completion of items.
16. Assist in coordinating furnishings, fixed equipment, IT, Procurement and other separately held contracts for each project.
17. Schedule and coordinate start-up activities with District personnel, including personnel training for each project.
POST-CONSTRUCTION:
1. Review Project Close-out Documents to make sure they are complete and meet the contract requirements.
2. Verify that all warranties have been received and are properly executed by the District.
3. Prepare final reports for each project, including project history, all related costs, list of contractors that performed the work, and any other pertinent information.
4. Assist in performing the post occupancy evaluations of completed new construction and renovation projects.
Equipment Used:
Computer, printer, copier, calculator, and Drafting softwares.
Working Conditions:
Frequent District-wide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspection of all facilities and construction projects; work around machinery with moving parts; work on ladders or scaffolding. Ability to lift up to 75 lbs., ability to bend, stoop, stand and walk for long periods of time.
