Human Resources Business Partner

Location: San Francisco Bay Area

ABOUT THE OPPORTUNITY


We are seeking a hands-on, bilingual Human Resources Business Partner to support our U.S. business teams. This position combines strategic and operational HR business partnering with end-to-end talent acquisition.


The ideal candidate has broad experience across employee relations, organizational development, performance management, compensation and benefits, workforce planning, and recruiting. You should be comfortable working independently, partnering with managers across different levels, and operating in a fast-paced, cross-cultural, and cross-timezone environment.



KEY RESPONSIBILITIES


HRBP and People Projects - 60%

  • Full-Cycle Employee Management: support employees throughout onboarding, probation, employee relations, internal changes, offboarding
  • Employee Engagement: establish regular employee communication mechanisms through team interviews and one-on-one check-ins; identify employee concerns and management challenges; report on organizational health; develop viable people solutions
  • Project Management: lead and support HR projects, such as talent interviews, succession planning, employee recognition and incentive programs, organizational culture initiatives, local employee benefit enhancements, and cross-regional HR policy implementation
  • Manager Advisory: advise business leaders on headcount planning, organizational structure, performance goal setting, people management, conflict resolution, and promotion reviews.
  • HR Analytics: provide actionable insights on headcount, turnover, recruiting, workforce cost, and organizational health
  • Employee Relations: handle employee relations matters, involving attendance, leave, workplace misconduct, compensation & benefits
  • Compliance: identify and mitigate employment-related risks in accordance with applicable U.S. federal and state laws
  • Compensation & Benefits: support C&B work, including salary adjustments, annual compensation reviews, bonus programs and compensation benchmarking


Talent Acquisition - 40%

  • Strategic Planning: partner with business leaders to define hiring needs, develop candidate profiles, and provide talent-market insights.
  • Full-Cycle Recruiting: complete sourcing, resume screening, interview coordination, Chinese+English bilingual interviews, candidate assessment, compensation negotiation, offer delivery, and pre-onboarding follow-ups independently
  • Talent Mapping & Pipeline Development: conduct market research and build pipelines for critical and hi-po positions
  • Recruitment Analytics: track/report time-to-fill, source effectiveness, offer acceptance rate, and new-hire retention to continuously improve overseas recruiting outcomes



QUALIFICATIONS

  • Education: bachelor's degree or above in Human Resources, Psychology, MBA, or a related field is preferred
  • HRBP Experience: 3-5+ years of relevant HRBP experience, ideally a combination of business partnering and recruiting responsibilities
  • Hands-On experience in organizational development, performance management, employee relations, and recruitment
  • OD Experience: demonstrated experience in talent reviews, succession planning, workforce planning, and organizational assessment
  • C&B Experience: practical experience with compensation analysis, annual salary reviews, bonus administration, incentive programs, or related projects is preferred.
  • Recruitment Experience: proven full-cycle recruiting experience (past recruitment data such as time-to-fill and offer acceptance rate required)
  • Has working knowledge of federal and state employment laws (eg. EEOC, FLSA, ADA, FMLA, and state pay-transparency laws)
  • Ability to understand business priorities, analyze people data, and recommend practical HR solutions
  • Fluent in Mandarin and English, with strong cross-cultural communication skills
  • Strong communication and collaboration skills, with the ability to work effectively with employees and managers at different levels
  • Results-oriented, accountable, and able to independently drive projects to completion
  • Comfortable working independently in a fast-paced, cross-timezone environment
