General Summary: Under the direction of the Secretary of Housing, the Development Director shall manage the process for identification of prospective land sites for construction of single- family dwellings and the acquisition of existing single-- family dwellings. Oversee the construction and acquisition of these dwellings
Principal Duties and Responsibilities: Establish the process and procedures for locating, identifying and purchasing single- family dwellings or property to build new homes that meet the Muscogee Creek) Nation Division of Housing standards for low- income housing.
Review documentation of prospective dwellings and property for sale. Accept or deny proceedings in buying the property. Ensure all costs associated with buying and/ or building homes are under the Total Development Cost ( TDC) set forth by HUD.
Develop and/ or approve requests for professional services such as appraisals, surveys, legal services, etc. and other data that is necessary in the purchase of the property or dwellings. Ensure the utility companies provide accurate line drawings showing utility lines that will be used by the contractor, Indian Health Services and utility workmen.
Negotiate the purchase price with sellers that are within a reasonable price range based on official appraisals and other appropriate documentation.
Establish and maintain accurate records of all transactions and prepare required reports to management for approval.
Plan and group a number of new construction sites together as property is purchased. Coordinate with the Contract Services Department and develop an advertisement for an Invitation for Bid ( IFB) for new home construction sites. Ensure advertisements are appropriately placed to get the most bids possible. Forward a copy of the advertisement with all appropriate site information of a new construction project to the Contract Services Department and request a bid

Review, confirm funding, and approve/ disapprove change orders or contract modifications.
Ensure all projects meet the requirements to maintain a certain amount of land purchased or homes acquired per the Indian Housing Plan ( IHP) per budget year.
Establish and maintain accurate records of all transactions and provide status to management through monthly and quarterly reports.
Perform additional duties, task and responsibilities assigned by management to support the overall operations of the organization
Minimum Requirements: Associate degree, 5 to 10 years related experience in Indian housing or equivalent combination of education and experience.
Preferred Requirements: Bachelor' s Degree with experience in Indian housing
Preference: Muscogee and Indian preference.
