POSITION TITLE: Military Dependent Liaison Counselor (Part-Time)
REPORTS TO: Student Services Director
BEGINNING DATE: Open Until Filled
NATURE OF WORK:
The Military Dependent Liaison is responsible for leading, coordinating, and supporting high-quality relationships between local military installations, individual schools within the Onslow County School system, and Onslow County Schools district leadership. The employee coordinates and actively promotes programs that benefit military families and particularly their school-age dependents. The employee serves as a liaison between the school district and military leadership. The Military Dependent Liaison coordinates professional development activities for appropriate staff. The employee assures the prompt and accurate reporting of all required state and local reports and assures adherence with all applicable laws, policies and procedures.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
  • Considerable knowledge of the Interstate Compact on Educational Opportunity for Military Children and its requirements
  • Working knowledge of Federal, State, and local laws and regulations affecting active-duty members of the Armed Forces and their dependents
  • Knowledge of the unique challenges faced by children in military families and strategies to minimize their impacts
  • Knowledge of the school organization and the military community
  • Knowledge of military agencies that support military families
  • Ability to effectively manage multiple assignments and duties
  • Knowledge of local, state, and federal student service regulations
  • Ability to coordinate and facilitate services between the school and military resources
  • Effective public relations and public speaking skills
  • Ability to communicate clearly and concisely, both orally and in writing.

EDUCATION AND TRAINING:
  • Valid North Carolina Professional Educator's License in School Counseling
  • Additional licensure in school administration preferred
  • Minimum of three (3) years in an educational leadership position preferred

TERM OF EMPLOYMENT: 10 months (Part-Time)
SALARY: North Carolina School Counselor Salary Schedule
FLSA STATUS: Exempt
PERFORMANCE RESPONSIBILITIES:
  1. Maintain the established communication system between the local military installations and individual schools within Onslow County School System and the leadership of the Human Resources/Student Services department.
  2. Coordinate the Military Family Life Counselor program.
  3. Promote and facilitate the Student 2 Student program.
  4. Promote and facilitate the Purple Star School program.
  5. Consult with military families dealing with a traumatic event to provide resources and support.
  6. Consult with military families at individual schools that are indirectly related to a military family affected by a traumatic event.
  7. Provide guidance to school personnel regarding the healthy and emotional development of the military child.
  8. Conduct individual and group counseling for students of deployed military parents/guardians during a traumatic event.
  9. Promote the involvement of parents in the education of all military students.
  10. Provide informational sessions on community agencies and the military agencies to support military families.
  11. Encourage partnerships between schools and the military units.
  12. Provide educational information to parents of military students, as it relates to Onslow County Schools' policies and the public school laws of North Carolina (ex. attendance, promotion and retention standards).
  13. Work collaboratively with schools to address transitions that can become a challenge for military students (ex. transfer of records).
  14. Provide support to OCS school-based counselors as needed.
  15. Provide support to students and staff after critical incidents.
  16. Perform other duties as may be assigned by the Student Services Director.

PHYSICAL REQUIREMENTS:
  • Must be able to stand, sit, or walk for prolonged periods of time.
  • Ability to bend, stoop, carry, push, or pull.
  • Must be able to lift up to 25 pounds routinely and 50 pounds occasionally.
  • Must be able to facilitate the evacuation of students in emergency situations and/or drills.
  • Must be able to visually, auditorily, and physically monitor student performance and conduct.
  • Must be able to facilitate the evacuation of students during emergency situations and/or drills.
