ABOUT THE POSITION
Riverside University Health System (RUHS) is seeking a Bilingual Eligibility Services Clerk to join the Eligibility - MISP team. This position is responsible for conducting pre-screening and other interviews with applicants and clients using standardized forms to collect personal, family, and financial information required to determine eligibility. The role includes filing required forms and verifications in an established order to ensure accurate documentation and compliance. Duties also involve completing Newborn Gateway and Medi-Cal Inmate Eligibility Program (MCIEP) applications in accordance with program guidelines. The incumbent will assist Eligibility Specialists by gathering and verifying required documentation from clients. This position requires face-to-face interviews with patients and may involve travel to various locations. Prior experience in eligibility determination and strong organizational and communication skills are essential for success in this role.
Bilingual: English/Spanish speaking and reading required.

The Eligibility Services Clerk classification can be allocated to either the Department of Public Social Services (DPSS) or the Riverside University Health System (RUHS), and reports to an appropriate supervisory or manager level position. Incumbents assist Eligibility Specialist's working for the MISP Program in determining initial and/or continuing eligibility of applicants and clients for income maintenance programs. Incumbents have primary responsibility for obtaining and verifying factual information required for eligibility determination or development of basic social services plans, using a variety of standardized forms, and following established rules, regulations, policies and procedures. The Eligibility Services Clerk is distinguished from the Eligibility Specialist in that the former does not have primary responsibility for eligibility determination or authorization of social service plans.

EXAMPLES OF ESSENTIAL DUTIES
• Conduct pre-screening and other interviews with applicants and clients using standardized forms to obtain personal, family and financial data required to determine eligibility for one or more public social service aids and/or basic information required to authorize social service plans.
• Give applicants standard forms and request that routine verifications be returned with completed forms; review forms for completeness when returned by the applicant; may assist clients with completing application forms for financial assistance.
• Record verifications of birth, income, property, and other required information according to standard procedures.
• Bring discrepancies to the attention of the Eligibility Technician or Social Service Practitioner responsible for the case; file required forms and verification in an established filing order.
• Complete notices of action and other required forms following eligibility determination; accept late income reports from clients reviewing them for completion and accuracy.
• Prepare and verify IHSS payroll time sheets.
• Receive mail out questionnaires on IHSS remedy reassessments; verify and adjust authorization of IHSS, referring special cases to the Social Service Practitioner.
• Determine when to issue notice of intended action or right to fair hearing forms to clients.
• Clear routine case controls using computer printouts; respond to routine telephone calls or lobby visits from applicants and clients reporting changes in their circumstances or requesting information on the status of their applications or case.
• Prepare and maintain other documents associated with the eligibility/services processes; maintain records for use in the development of workload and productivity statistics.
MINIMUM QUALIFICATIONS
OPTION I
Experience: Six months of clerical experience in a public social services agency, preferably involving making mathematical computations.
OPTION II
Experience: One year of clerical experience which involved substantial work involving public contact, interviewing, math computations, or completing complex forms.
ALL OPTIONS
Knowledge of: Modern office procedures including filing and operating standard office equipment.
Ability to: Understand and follow written instructions and guidelines; perform basic arithmetic computations; perform general clerical work and quickly learn the specific operations of the department; maintain records; effectively interview applicants and clients to obtain personal, family and financial information, and to accurately record this information; work cooperatively with the public and with departmental staff.
Other Requirements
License/Certificate: Possession of a valid California Driver's License may be required.
Bilingual Testing
The Human Resources Department will coordinate a Bilingual (Spanish) Non-Proctored Assessment.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
