Position Summary

The General Site Services Manager is responsible for overseeing all site services and temporary construction facilities required to support project execution. This role ensures the provision, coordination, and maintenance of site infrastructure, utilities, and services to enable safe, efficient, and compliant construction operations.

The position manages subcontractors, service providers, and site logistics while ensuring alignment with construction schedules, budgets, and health, safety, and environmental requirements.

Key Responsibilities

Functional Responsibilities

  • Oversee installation of temporary construction facilities including offices, sanitation, parking, security systems, and access control 
  • Coordinate installation of temporary utilities such as water, electricity, and wastewater systems 
  • Manage maintenance of temporary facilities to ensure safe and functional working conditions 
  • Coordinate installation and distribution of portable sanitation facilities across the site
  • Oversee site services including water and ice delivery, waste disposal, site cleanup, road maintenance, and fuel depot operations 
  • Support material management activities by coordinating labor and equipment resources 
  • Oversee maintenance programs for leased equipment 
  • Manage subcontractor engineering submittals and coordinate review and approval cycles

Leadership / Management Responsibilities 

  • Manage subcontractors and site service providers supporting construction operations 
  • Resolve disputes related to site services and coordinate shared facility usage 
  • Coordinate with Construction Management, Engineering, IT, and other teams to resolve operational issues 
  • Provide daily updates and reports to senior management on progress and site issues 
  • Support procurement oversight related to general services, consumables, and equipment

Compliance / Operational Responsibilities 

  • Conduct daily site HSE inspections and ensure hazards are addressed or reported 
  • Ensure compliance with permits and regulatory requirements related to site facilities and utilities 
  • Oversee subcontractor programs such as dewatering and SWPP management 
  • Manage site services budget and forecast costs 
  • Ensure safe and compliant operation of all site services and facilities

Qualifications

Required Qualifications

  • 10+ years of experience in heavy industrial construction 
  • Strong understanding of construction processes across full project lifecycle 
  • Strong management and leadership skills 
  • Strong interpersonal and communication skills 
  • Bachelor's degree or technical degree

Role Specific Knowledge & Skills

  • Strong knowledge of construction site services and temporary facility management 
  • Ability to manage multiple subcontractors and service providers 
  • Understanding of construction logistics, utilities, and site infrastructure 
  • Strong problem-solving and coordination skills 
  • Ability to manage budgets and cost forecasting 
  • Knowledge of HSE requirements and construction site compliance
