Position Summary
ANSER is seeking a Senior Financial Analyst to support the Warfighting Investments, Resourcing, and Execution (WIRE) Office Industrial Base Analysis and Sustainment (IBAS) Program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). In this key role, you will provide senior-level financial management, budget formulation, and budget execution expertise to support IBP's mission of strengthening and sustaining the defense industrial base and its critical supply chains. You will lead complex financial analyses, oversee budget planning and execution activities, develop executive-level financial products, and advise senior leadership throughout the DoD Planning, Programming, Budgeting, and Execution (PPBE) process. This position requires an experienced financial professional with exceptional analytical, communication, and organizational skills who can independently lead high-visibility financial initiatives.
Location: Arlington, VA (ANSER Headquarters), Alexandria, VA (Mark Center), or telework within the National Capital Region.
This position is contingent upon contract award.
Day-to-Day Responsibilities
  • Prepare and process budget execution documentation, including Purchase Requests (PRs) and Military Interdepartmental Purchase Requests (MIPRs).
  • Manage and monitor program budget execution, including commitments, obligations, expenditures, and funding status.
  • Lead the development, execution, and maintenance of monthly spend plans and expenditure plans aligned with program priorities.
  • Analyze execution trends, identify funding risks, develop mitigation strategies, and provide recommendations to senior leadership to optimize budget execution.
  • Develop executive-level financial reports, dashboards, briefings, and other decision-support products that communicate funding status and execution performance.
  • Develop and maintain financial models, budget spreadsheets, and reporting tools to support program analysis and decision-making.
  • Lead financial meetings to review execution data, funding status, and resource requirements.
  • Perform reconciliations of assigned funds and projects and support Dormant Account Quarterly Reviews (DAR-Q).
  • Apply DoD financial management regulations, policies, procedures, and budget principles to ensure compliant financial execution.
  • Lead Mid-Year Reviews and other financial assessments, providing executive-level analyses and recommendations.
  • Support funding forecasting, budget execution, funds reconciliation, and financial reporting for senior leadership.
  • Lead budget formulation activities supporting the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Develop, review, and coordinate budget exhibits, R-2 narratives, justification materials, congressional budget documentation, Program Objective Memorandum (POM) submissions, Budget Estimate Submissions (BES), and President's Budget (PB) materials.
  • Prepare responses to financial taskings from the Comptroller and other DoD financial management organizations.

Required Qualifications
  • Active Secret security clearance.
  • Master's degree with ten (10) or more years of relevant financial management experience, or a bachelor's degree with an additional four (4) or more years of relevant experience.
  • Five (5) or more years of experience supporting DoD financial systems and processes.
  • Experience initiating and processing Military Interdepartmental Purchase Requests (MIPRs).
  • Experience conducting Unliquidated Obligation (ULO) research.
  • Experience supporting Research, Development, Test and Evaluation (RDT&E) two-year appropriation accounts.
  • Two (2) or more years of experience with 7600A/7600B Support Agreements.
  • Experience supporting DoD budget formulation and budget execution activities within the PPBE process.
  • Knowledge of DoD Financial Management Regulations and budget execution policies.
  • Proficiency with Microsoft Office Suite, including advanced Microsoft Excel (complex formulas, pivot tables, and financial analysis).
  • Strong analytical, organizational, problem-solving, and written and verbal communication skills.
  • Demonstrated ability to work independently and provide financial guidance to senior leadership.
  • Must reside within a reasonable commutable distance to the National Capital Region (50 miles)

Preferred Qualifications
  • Experience using DoD budget and resource analysis tools, techniques, and processes.
  • Experience supporting financial audits.
  • Experience with G-Invoicing, Defense Agencies Initiative (DAI), and Advana.

Full-Time Salary Range for this position:
$119,000-$172,000 USD
