TITLE: Senior Systems Engineer (IBM ELM)
LOCATION: Sterling, VA (Relocation assistance considered)
CLEARANCE REQUIRED: Active TS/SCI with CI Poly
EMPLOYMENT TYPE: Full-time, Onsite
POSITION SUMMARY
Modern Government Solutions (MGS) is seeking a Senior Systems Engineer with hands-on IBM Engineering Lifecycle Management (ELM) experience to support a mission-critical engineering environment. This role is responsible for administering, integrating, automating, and optimizing ELM and related engineering platforms that enable teams to manage requirements, workflows, testing, and lifecycle activities across secure cloud-based environments. The ideal candidate combines strong systems engineering expertise with experience implementing Automation as Code (AaC), CI/CD pipelines, and enterprise application integrations to improve engineering efficiency, system reliability, and mission success.
RESPONSIBILITIES (not limited to):
  • Administer, configure, and maintain IBM Engineering Lifecycle Management (ELM) solutions.
  • Configure, deploy, maintain, and optimize IBM Engineering Lifecycle Management (ELM) and related engineering applications within cloud-based environments.
  • Develop and implement Automation as Code (AaC) solutions utilizing CI/CD pipelines to automate application and infrastructure deployments.
  • Design, develop, and maintain application integrations using Python, PowerShell, Groovy, and related technologies.
  • Administer and support databases, authentication services, and application infrastructure, including Identity and Access Management (IDAM) integrations.
  • Monitor system performance, troubleshoot complex issues, perform root cause analysis, and implement corrective actions.
  • Develop and execute testing, validation, and quality assurance activities to ensure system reliability, performance, and compliance.
  • Support DevSecOps initiatives utilizing tools such as GitLab, Jenkins, Terraform, and Ansible.
  • Collaborate with engineering, cybersecurity, infrastructure, and program stakeholders to implement technical solutions and enhancements in a Scaled Agile Framework environment.
  • Participate in Program Increment and Sprint planning, to include t-shirt sizing, story point estimation, and dependency mapping.
  • Create and maintain technical documentation, implementation guides, and operational procedures.
  • Ability to remain in a stationary position for extended periods while working at a computer workstation.
  • Ability to communicate effectively with customers, team members, and stakeholders in both written and verbal formats.

REQUIRED SKILLS AND QUALIFICATIONS
  • Must possess an active DoD TS/SCI security clearance with CI Polygraph.
  • Must meet DoD 8140 requirements, including Security+ CE certification.
  • Bachelor's degree in Systems Engineering, Computer Science, Computer Engineering, Software Engineering, Information Technology, Electrical Engineering, Mathematics, Physics, or a related field.
  • 10+ years of experience supporting enterprise systems and engineering environments.
  • 10+ years of experience configuring, deploying, and maintaining enterprise engineering applications using Automation as Code (AaC) and CI/CD pipelines within cloud-based environments.
  • Experience administering IBM Engineering Lifecycle Management (ELM) and integrating enterprise applications with workflow, ticketing, automation, or case management platforms.
  • Experience developing automation, scripting, and system integrations using Python, PowerShell, Groovy, REST APIs, and related technologies.
  • Experience supporting enterprise infrastructure, including relational and non-relational databases, Identity and Access Management (IDAM), and authentication technologies such as Active Directory, SAML, OAuth 2.0, OpenLDAP, and OIDC.
  • Experience implementing DevSecOps and infrastructure automation solutions utilizing GitLab, Jenkins, Terraform, Ansible, or similar tools, with strong troubleshooting, testing, documentation, and communication skills.

PREFERRED SKILLS AND QUALIFICATIONS
  • Hands-on experience performing IBM Engineering Lifecycle Management (ELM) platform upgrades, including migration planning, hosting infrastructure configuration, integration validation, testing, post-upgrade account migrations and sustainment activities.
  • Experience supporting Model-Based Systems Engineering (MBSE) environments and tools such as Teamwork Cloud and Cameo.
  • Experience configuring and maintaining enterprise collaboration and reporting platforms, including SharePoint and Tableau.
  • Experience implementing and integrating ServiceNow solutions.
  • Experience supporting cloud-native architectures, API gateways, cross-domain solutions, and cloud optimization initiatives.
  • Experience utilizing monitoring and visualization tools such as Grafana and Splunk.
