Position Overview
Fathom Management is seeking an experienced Middle-Level Cartographic Analyst - Production to support a federal geospatial intelligence mission at NGA-Wash (NCE).
The successful candidate will bring hands-on experience in geography, cartography, GIS production, GEOINT analysis, and geospatial data management, with the ability to produce accurate and timely human geography and nautical chart products supporting mission planning, policy decisions, and operational requirements.
This position will work within a government/contractor team environment supporting established and emerging mission areas, including Digital Nautical Chart (DNC) and Electronic Nautical Chart (ENC) conversion, production, and review.
Current Technical Architecture / Production Experience
Candidates must demonstrate recent hands-on geospatial production experience, including at least some of the following:
  • Geography, cartography, and GIS production
  • ArcGIS applications
  • Digital cartography and geospatial analysis
  • GEOINT exploitation and production
  • Electronic Nautical Chart and Digital Nautical Chart conversion
  • Hydrographic survey data analysis
  • Rasterized nautical chart analysis
  • Ortho-rectified imagery
  • Geospatial data conflation and management
  • NGA digital data formats
  • Human Geography data production and dissemination
Required Qualifications
Education & Experience
  • Minimum 5 years of GEOINT experience.
  • Demonstrated experience in geography, cartography, and GIS.
  • Proficiency with ArcGIS applications.
  • Knowledge of digital cartography and GIS production techniques.
  • Knowledge of NGA digital data formats.
  • Ability to analyze imagery and non-imagery source data for hydrographic products and databases.
  • Ability to work effectively in a government/contractor team environment.
  • Active TS/SCI clearance required.
  • Willingness to obtain a CI Polygraph.
Preferred Qualifications
  • Previous experience in nautical or maritime domains.
  • Experience with Electronic Nautical Chart (ENC) or Digital Nautical Chart (DNC) production.
  • Experience with hydrographic survey data.
  • Experience supporting NGA, DoD, Intelligence Community, or other federal geospatial missions.

Key Responsibilities
Cartographic & GIS Production
  • Produce a broad range of human geography products, including attributed data, maps, and written reports.
  • Perform cartographic and GIS analysis using data from multiple sources.
  • Extract and analyze features from rasterized nautical charts, digital hydrographic survey data, and ortho-rectified imagery.
  • Perform GIS production, data management, data conflation, and quality assurance activities.
  • Support Digital Nautical Chart and Electronic Nautical Chart conversion, production, and review.
Human Geography & GEOINT Support
  • Provide geospatial analysis support for Human Geography and international activities.
  • Support development and maintenance of Human Geography programs and products.
  • Assist Government counterparts with acquisition, management, and dissemination of Human Geography data.
  • Support efforts to identify information sources and tools that improve awareness and information sharing across the Intelligence Community, DoD, and civilian agencies.
  • Support quality assurance, training, technical, and geospatial activities associated with Human Geography programs.
Collaboration & Mission Support
  • Work closely with Government, contractor, and partner personnel.
  • Participate in technical exchanges with personnel located at the assigned site and around the globe.
  • Support existing and developing mission areas and evolving customer requirements.
  • Maintain accurate and timely production while meeting established quality and productivity standards.
