Job Summary
* This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.
*Approximately, 10% or less travel.
The purpose of this position is to provide leadership and oversight of Medicaid program integrity functions, including screening, audits, intake, and investigations. This role ensures compliance with federal and state requirements, strengthens fraud prevention and detection efforts, and promotes accountability through cross-agency collaboration and data-driven oversight.
Responsibilities include but are not limited to:
  • Develop, maintain, and manage data-driven systems and oversight for the internal Medicaid investigations team, assuring investigations are guided by analytics, conducted effectively and consistently and align with state and federal requirements.
  • Manage the Intake and Preliminary Investigations Team by implementing data driven practices to optimize Department of Human Services ( DHS) resources, prioritize cases, and ensure efficient and effective handling of program integrity concerns.
  • Oversee the Home and Community Based Services Early and Often team by providing leadership, direction and oversight to ensure effective operations.
  • Manage the Medicaid Provider Screening team.
  • Direct other activities as assigned by the Assistant Deputy Inspector General, Program Integrity Oversight Division.

Qualifications
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

AND
Five (5) years of providing direction to a work unit responsible for investigatory, compliance, or program integrity activities in Minnesota Health Care Programs or a comparable setting.
AND
Experience must demonstrate the following:
  • Develop, maintain, and manage data-driven systems and oversight to tract program integrity across work unit.
  • Leading, supervising, or coordinating teams.
  • Develop and maintain working relationships with internal and external partners.
  • Leverage data analytics to identify trends, prioritize referrals, and/or allocate investigative resources.

Preferred Qualifications
  • Working knowledge of regulatory aspects of state and federal policies to Minnesota Health Care Programs and the public benefit programs administered by DHS.
  • Understanding of governmental operations andstructure, statutory authority, the state andfederal legislative processes and rulemaking.
  • Implement and evaluate practical solutions in a politically and programmatically complex environment.
  • Knowledge of assistance funding and provider types and requirements.
  • Understanding of principles of administrative management, planning, budgeting, fiscal control techniques and participatory management processes with professionals.
  • Provide effective leadership that inspires a team effort toward accomplishing division goals and objectives.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
