Main Purpose of Job

A Human Service Program Planning Administrator is the Statewide program planning and evaluation expert level of work in human service program administration. Employees in this classification serve as Statewide program planning and evaluation experts involving multiple programs, such as family investment, child support, child welfare, adult services, aging, energy assistance, federal compliance, Title IV-E program, or volunteer program administration. Employees in this classification do not supervise other positions but may lead the work of support or clerical staff.\r\n

POSITION DUTIES

\r\n Serves as a Statewide technical expert in program planning and evaluation involving multiple human service programs such as child support, child welfare, adult services, family investment, energy assistance, federal compliance, Title IV-E program, or volunteer program administration.\r\n Evaluates efficiency of operations and develops, revises and recommends new policies, standards, and workflow procedures, using new technology where appropriate.\r\n Interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the unit or division.\r\n Implements new regulations and policies.\r\n Sets goals and deadlines and oversees the workflow of the program.\r\n Develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program.\r\n Supervises the preparation of the budget for the assigned program.\r\n Recommends changes in legislation, policies or procedures.\r\n May lead the work of support or clerical staff.\r\n Performs other related duties.\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nEducation: A Bachelor's degree from an accredited college or university.\r\nExperience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. \r\n\r\n\r\nNotes:\r\n1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizationson a year-for-year basis for the required education. \r\n\r\n2. Candidates may substitute graduate level educationat an accredited college or university in a human services related field at the rate of 30 credithours per year for up to two years of the required experience. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.\r\n\r\n\r\n\r\n One year of professional experience coordinating Child Protective Services (CPS), prevention initiatives, Intimate Partner Violence/Domestic Violence services, or other child welfare and data systems.\r\n One year of proven experience in drafting, revising, or testifying on policy or regulatory language (such as COMAR or similar state/federal regulations and policy) or serving as a formal liaison to a Statewide Board or Commission.\r\n One year of demonstrated experience in the full life-cycle management of government contracts and budgets (procurement, monitoring, and auditing) with a total portfolio of at least $1 million.\r\n One year of experience with internal and external customers or community stakeholders.\r\n One year of experience with Microsoft Office Suite.\r\n\r\n\r\n

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. Therefore, it is important that you provide complete and accurate information on your application.\r\n\r\n\r\nFor education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire. \r\n
