MISS: HR Manager (Contingency Hire)

Program Summary

The MISS program is a comprehensive initiative aimed at supporting the U.S. Department of State's operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technical reviews and large-scale project management. Under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food services, base camp operations, renovations, construction, and medical services.

Job Summary

As an HR Manager you will support the people of the U.S. Department of State (DOS) MISS contract in Baghdad, Iraq. This role involves overseeing HR operations, ensuring compliance with local labor laws, and fostering a positive work environment aligned with KBR's values of integrity, safety, teamwork, and excellence. You will lead a team of HR professionals, providing strategic guidance and support to enhance employee engagement and performance. This position requires a proactive approach to problem-solving and a commitment to continuous improvement.

Please note: This position is located in Baghdad, Iraq and is contingent on award.

Roles and Responsibilities

  • Oversee all HR functions and HR staff for the MISS Program, ensuring alignment with KBR's policies, values, strategic objectives and in compliance with local labor laws.
  • Manage recruitment, onboarding, and retention processes to attract and retain top talent.
  • Ensure compliance with local labor laws and regulations, maintaining up-to-date knowledge of changes and updates.
  • Develop and implement HR policies and procedures that promote a positive and inclusive work environment.
  • Provide leadership and support to the HR team, fostering professional development and growth.
  • Handle employee relations issues, including conflict resolution, disciplinary actions, and performance management.
  • Coordinate and facilitate training programs to enhance employee skills and knowledge.
  • Maintain accurate and confidential employee records, ensuring data integrity and compliance with company standards.
  • Prepare and present HR reports to senior management, highlighting key metrics and areas for improvement.
  • Collaborate with other departments to support organizational goals and initiatives.
  • Perform other duties as assigned.

Basic Qualifications

  • Must be able to pass a U.S. Government background investigation and obtain a Secret Security clearance and maintain it for the duration of your employment on this contract. Due to this, you must be a U.S. Citizen to be eligible for this position.
  • Bachelor's degree in Human Resources, Business Administration, or a related field and at least 8 years of relevant HR experience, with at least 3 years in an HR supervisory or management role.
  • Must have a strong understanding of HR practices and principles.
  • Requires excellent English communication skills (written and verbal) with the ability to facilitate and disseminate information at all levels.
  • Must have a proven ability to lead and manage a team, fostering a collaborative and supportive work environment.
  • Strong problem-solving and decision-making skills, with a proactive approach to addressing challenges, is required.
  • Must have a high level of integrity and professionalism, with a commitment to KBR's values of safety, integrity, and teamwork and excellence.
  • Experience working in a multicultural environment, with sensitivity to diverse cultural backgrounds is required.
  • Must have proficiency in HR software and the Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
  • Must be willing to travel to various locations in Iraq as needed.
  • Requires a valid passport with at least 12 months of validity and 6 blank pages.

Preferred Qualifications

  • Active U.S. Government issued Secret Security Clearance.
  • Master's degree in Human Resources, Business Administration, or a related field.
  • HR certification (e.g., SHRM-CP, PHR).
  • Previous experience working in an overseas or remote location, particularly in a similar industry.
  • Knowledge of Iraqi local labor laws.
