Job description

  • Lead and direct all day-to-day security operations for the Channelview Complex
  • Serve as Facility Security Officer for all MTSA requirements under 33 CFR 105.105
  • Supervise and develop four security technicians
  • Direct and coordinate the contract security force of approximately 50+ personnel
  • Maintain site security readiness and compliance with MARSEC and MTSA requirements
  • Support the Facility Security Plan and respond to security-related events or changes in security posture
  • Develop and implement security plans, procedures, training programs, drills, and exercises
  • Conduct security vulnerability assessments and develop cost-effective mitigation plans
  • Liaise with the U.S. Coast Guard, local law enforcement, emergency responders, and regulatory or government agencies
  • Maintain training, drill/exercise, audit, incident, access control, and regulatory compliance records
  • Support emergency response and crisis management activities with operations, HSE, emergency response teams, and external agencies
  • Oversee access control, TWIC compliance, credentialing, badging, visitor and contractor access, and restrictedโ€‘area controls
  • Monitor and evaluate cameras, gates, alarms, access control systems, radios, and other physical security equipment
  • Perform internal investigations and follow-ups
  • Design and consult on securityโ€‘related capital and other projects
  • Coach, develop, and lead team members to improve security performance and support safe, reliable operations
Requirements
  • Bachelor's degree and typically a minimum of 8 years of relevant experience in security, HSE, emergency response, or a related field; alternatively, typically 10 years of relevant experience may be considered in lieu of a degree
  • Minimum of 3 years of experience specifically in security, HSE, emergency response, or a related discipline
  • Experience within refining, petrochemical, or other industrial manufacturing environments preferred
  • Experience leading, supervising, and developing employees and/or contractors in a management or people leadership capacity
  • Experience developing, implementing, and managing security, safety, or emergency response plans, systems, programs, processes, and procedures
  • Experience conducting investigations, documenting findings, and driving corrective actions and followโ€‘up activities
  • Experience representing an organization and collaborating with law enforcement, emergency responders, regulatory agencies, and external stakeholders
  • Working knowledge of Department of Homeland Security requirements
  • Ability to maintain required qualifications, certifications, licenses, and securityโ€‘related compliance standards
  • Strong verbal and written communication skills
  • Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC)
  • Ability to obtain and maintain additional DHS, regulatory, or companyโ€‘required qualifications, certifications, licenses, and security clearances
  • Facility Security Officer certification preferred
  • Knowledge of regulatory and industry security compliance standards
  • Training and education in emergency response preferred
  • Knowledge of security IT systems management, such as Lenel OnGuard, Emerge/E-Notify, and ISNetworld
  • Applicants must be at least 18 years old
