Nature of Work
Manage the National Crime Information Center through auditing, training and certification of local terminal operators and validation of all records entered by local operators into the system.
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours. Work is performed in a police office environment. Interaction with armed forces is prevalent on a daily basis. Regular attendance is an essential function of the job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.
Light physical demands. Frequent to constant use of a personal computer. 80% of the day is spent at a desk, 5% is spent standing, and 5-10% is spent moving to various locations within the facility to retrieve/deliver files, reports, etc. Lifting and carrying up to 5 pounds frequently in handling files and reports. Frequent to constant use of a personal computer, calculator, and mainframe system. No strenuous physical requirements noted. Considerable flexibility to structure daily activities between the sitting, standing, and walking.
Full-time regular, non-exempt, union represented position.
This position is a grade PNCC - 1.
Duties and Responsibilities
  • Manages the National Crime Information Center in order to ensure the integrity of crime information in compliance with Federal and State regulations.
  • Enters, supplements, modified, clears and cancels records in NCIC.
  • Conducts quality control by reviewing entries and making corrections.
  • Validates NCIC records by contacting the Complainants, Detectives, and the Courts.
  • Develops and maintains a record keeping system for validations; updates status of each record manually and on-line using the Internet.
  • Responsible for confirming/locating wanted persons, stolen vehicles, stolen property - nationwide (by ensuring the hits are identical and outstanding) and verify extradition limitations on wanted persons. Contacting complainants of recovery procedure.
  • Develops and delivers various levels of training. Certification and re-certification of terminal operators. Maintains files on terminal operators documenting training, level of access and certification.
  • Monitors system use. Ensure all system users are following operating procedures for NCIC, NLETS and NMLETS. Provides technical and operational assistance when operators are experiencing problems with equipment and/or transactions. Maintains library of NCIC manuals, with updates and revisions.
  • Prepares for and cooperates in all FBI/State audits to ensure federal compliance.
  • As NCIC Coordinator, performs the duties of Terminal Agency Coordinator. Acts as Terminal Security Officer monitoring system use; training and certification of operators.
  • Records maintenance to include validation of records and quality control; entering, modifying, clearing and cancelling records. Responsible for confirming, locating wanted/missing persons, stolen vehicles and stolen property; extradition.
  • Provides technical and operational assistance.
  • Acts as contact agent for the Police Department in all NCIC matters brought forth by the State and FBI including audits.
  • Provides legal testimony when necessary in relation to the above duties.

Minimum Qualifications
High school diploma or GED and four (4) years fulltime experience in operating and managing the National Crime Information Center system including complex recordkeeping and administrative support experience. Must obtain Full Access Operator Certification and Terminal Agency Coordinator (TAC) Certification within 6 months of hire; recertifying every two (2) years. Must pass a thorough background investigation. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid driver's license is required. Full Access Operator Certification and Terminal Agency Coordinator (TAC) Certification; recertification required every two (2) years.
Knowledge, Skills, and Abilities
Knowledge of: LCPD policies and procedures; multiple automated Law Enforcement data systems (NMLETS and PRIORS); strong organizational, records management, planning, and analytical skills; principles of record keeping and records management; techniques for dealing with the public, in person and over the telephone; City computer applications involving word processing, data entry and standard report generation; City policies and procedures; basic business English, spelling and grammar; office practices and procedures.
Skills in: Dealing tactfully and courteously with individuals in stressful situations; entering information into a computer system with speed and accuracy; effective verbal and written communication.
Ability to: Assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; communicate effectively with the public and Law Enforcement agencies; establish and maintain effective working relations with co-workers and the general public; maintain confidentiality of information.
