Position Summary
PACO Group is seeking an experienced Communications Engineer to support one of the MTA New York City Transit Authority's major capital improvement programs. The Communications Engineer will serve as the Owner's Representative, providing technical oversight of communications systems during construction while coordinating closely with NYCT Engineering, Operations, contractors, designers, and project management teams.
The successful candidate will be responsible for ensuring communications work is properly planned, reviewed, coordinated, documented, and implemented in accordance with NYCT standards while maintaining safe transit operations. This position is ideal for an experienced communications or electrical engineer with transit infrastructure experience who enjoys working in both field and office environments and coordinating multiple stakeholders throughout construction.
Essential Responsibilities
  • Review contractor submittals, shop drawings, RFIs, method statements, and communications-related construction documents for compliance with contract requirements and NYCT standards.
  • Coordinate communications activities with electrical, signals, civil, structural, and other project disciplines to support construction sequencing and project delivery.
  • Support the planning, review, and implementation of NYCT Communications Bulletins, including system cutovers, temporary service modifications, and coordination of work windows and outages.
  • Conduct field inspections, site surveys, and existing conditions assessments to verify installation quality and identify field issues.
  • Coordinate contractor access, work activities, and NYCT Access & Protection requirements to minimize impacts to transit operations.
  • Monitor contractor progress, review daily reports and look-ahead schedules, and maintain project logs and engineering documentation.
  • Participate in Job Progress Meetings, coordination meetings, field inspections, and technical discussions with NYCT, contractors, and project stakeholders.
  • Monitor quality, safety, and compliance with project specifications, approved drawings, and applicable NYCT procedures.
  • Prepare project reports, document field observations, track action items, and communicate technical issues and recommendations to project management.

Required Qualifications
  • Bachelor's degree in Electrical Engineering, Communications Engineering, Telecommunications, or a related engineering discipline, or equivalent combination of education and experience.
  • Minimum of 7 -10 years of experience supporting communications, transportation, or infrastructure construction projects.
  • Experience reviewing engineering drawings, specifications, contractor submittals, and construction documentation.
  • Strong communication, organizational, and problem-solving skills with the ability to manage multiple priorities in an active construction environment.
  • Proficiency with Microsoft Office Suite.

Preferred Qualifications
  • Experience with MTA NYCT or other rail/transit agencies.
  • Knowledge of transit communications systems, including fiber optics, CCTV, public address, structured cabling, network infrastructure, and access control systems.
  • Familiarity with NYCT Communications Bulletins, General Orders, contractor coordination, and construction management practices.
  • OSHA 30 certification, NYCT track safety training, or other relevant transit certifications.
  • AutoCAD experience is a plus.

Compensation
Good-faith compensation rate range is around $70-$80 per hour, depending on experience, qualifications, certifications, technical expertise, and client requirements.
