Senior Commissioning Engineer


Position Overview
JLL is seeking a Senior Commissioning Engineer to lead commissioning activities for large-scale critical facility construction projects. This role requires comprehensive expertise in MEP systems commissioning, quality assurance program execution, and technical leadership throughout all project phases from design through post-construction.

Location:Home Based: Prefer Arlington, VA area, but open to qualified individuals in VA, WV, MA, NY, NJ, OH, NC, SC, PA, NH, FL, MI
Travel:Up to 50% across USA client sites
Commitment:Minimum 40 hours/week
Compensation: $117,000 - $143,000


What This Job Involves


Commissioning Leadership & Technical Execution

Lead and execute comprehensive commissioning activities across all project phases including design, pre-construction, construction, and post-construction. Demonstrate fluency with commissioning processes and deliverables per ASHRAE, CSA, and LEED requirements. Develop robust Commissioning Plans and Specifications while implementing electrical and EPMS QA/QC inspection programs for complex facility projects.

Field Operations & Testing

Conduct field-based commissioning activities including site visits, startup witnessing, functional testing, and integrated systems testing. Utilize calibrated testing equipment such as flow hoods, anemometers, pitot tubes, IR cameras, and Power Quality Meters. Develop startup and test forms, functional test scripts, and integrated systems test scripts while managing execution and witnessing activities.

Documentation & Quality Management

Manage end-to-end project documentation including preparation, review, and issuance of commissioning deliverables. Develop inspection checklists, test scripts, procedures, and project-specific documentation. Write detailed Standard Operating Procedures (SOPs) and Methods of Procedures (MOPs). Compile comprehensive site-specific Systems Manuals and maintain Issues Logs to track and resolve project challenges.

Stakeholder Collaboration

Work directly with General Contractors, MEP trades, inspectors, authorities having jurisdiction (AHJs), consultants, and contractors. Chair commissioning meetings and coordinate cross-functional teams. Schedule and coordinate JLL and project team members to maximize efficiency while ensuring contractor compliance with requirements.

Project & Contract Management

Protect JLL's contractual position and ensure all work meets contracted requirements. Perform commissioning design drawing, specification, and submittal reviews. Manage fee allocation, time and productivity, conflict resolution, and quality standards. Deliver project status reports and analyze contractor schedule updates.


Required Skills


Education & Experience

  • Bachelor's degree in Engineering or equivalent (Engineering degree preferred)
  • Minimum 10 years of relevant MEP engineering and/or field-testing experience
  • Minimum 5 years providing building commissioning and/or construction QA/QC field services

Technical Expertise

  • Expert knowledge of commissioning processes per ASHRAE, CSA, and LEED standards
  • Working knowledge of MEP equipment/systems installation, startup, pre-functional testing, inspections, and acceptance testing
  • Proficiency using electrical testing meters and equipment including Power Quality Meters, thermography, NETA tests, ground tests, hi-pot, megger
  • Knowledge and experience testing utility transformers, UPS systems, generators, automated paralleling switchgear, ATSs, STSs, fuel oil systems, PDUs, EPMS, and electrical power generation/distribution systems
  • Proficiency with calibrated testing equipment (flow hoods, anemometers, pitot tubes, IR cameras, various meters)


Software & Systems

  • Proficiency in QA/QC and commissioning software: BIM360, CxAlloy, Facility Grid
  • Proficiency in MS Project, Word, and Excel
  • Strong data management skills


Professional Competencies

  • Excellent written and verbal communication skills
  • Demonstrated ability to coordinate multiple project schedules and deliver status reports
  • Ability to analyze and report on contractor and third-party schedule updates
  • Strong fee, time, productivity, conflict, and quality management capabilities
  • Ability to develop, review, and evaluate training programs for installed equipment and systems


Preferred Skills

Certifications & Licenses

  • CEM, CBCP, CPMP, and/or LEED designation
  • Professional Engineer (PE) or PMP certification


Additional Experience

  • Experience in consultancy or owner organization
  • Background as a Facility Manager
  • Experience as an operating engineer in data centers or mission-critical facilities
  • International project experience

Language Skills

Work fluency in Spanish and/or Portuguese

Estimated compensation for this position:

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
