The Director of Program Management will help shape how Matrix Providers delivers high-quality, compliant, and customer-focused solutions for military, veteran, and federal healthcare communities.

The Director of Program Management is a senior leadership role responsible for setting the strategic direction, operational discipline, and continuous improvement of the company’s program management function. This leader oversees a team of Program Managers, ensures consistent delivery of contractual commitments across cost, schedule, performance, and quality, and serves as a trusted advisor to executive leadership on portfolio health, customer satisfaction, operational risk, and growth opportunities.

The role requires deep experience in government contracting environments—particularly with the Defense Health Agency (DHA), Department of Defense (DoD), Department of Health and Human Services (HHS), and other federal agencies across civilian and defense branches—combined with a proven ability to build high-performing teams, standardize best practices, and sustain exceptional customer satisfaction.

Key Responsibilities

Leadership expectations include coaching and developing Program Managers, setting clear performance expectations, creating operating rhythms for portfolio reviews, strengthening accountability across remote teams, and building trusted relationships with federal customers and internal stakeholders.

  • Provide strategic and operational leadership for the company’s portfolio of government programs and contracts.
  • Drive accountability for program performance, quality standards, and customer satisfaction metrics in alignment with contractual requirements.
  • Monitor and report portfolio health, risks, issues, and opportunities to executive leadership; ensure timely escalation and resolution of critical matters.
  • Partner with cross-functional teams to develop solutions that consistently meet or exceed fill rates, service levels, and all customer requirements.
  • Lead Program Managers through all program phases (concept, development, implementation, evaluation, and closeout), ensuring successful integration of program segments and services.
  • Oversee preparation and delivery of contractual reports, performance metrics, and customer briefings.
  • Collaborate closely with Operations, Finance, Contracts, Business Development, HR, and other departments to align priorities and remove barriers to successful delivery.
  • Standardize processes and approaches across regions and programs to improve predictability, efficiency, and compliance.
  • Identify opportunities for program growth and support follow-on business capture and new technology initiatives as needed.
  • Other duties as assigned.

Education & Experience

  • Demonstrated experience managing programs in a government contracting environment, preferably with direct experience supporting the Defense Health Agency (DHA), Department of Defense (DoD), Department of Health and Human Services (HHS), and/or other federal agencies across civilian and defense branches.
  • Experience supporting federal civilian and defense agency programs, including healthcare, staffing, clinical operations, readiness, telehealth, teleradiology, or other technology-enabled healthcare contracts, is strongly preferred.
  • 8-10 years of experience in federal contracting or equivalent program management work, including at least 5 years in a leadership role overseeing multiple programs or a portfolio.
  • Preferred: Experience managing federal healthcare staffing, clinical operations, emergency/readiness services, telehealth/teleradiology, or other technology-enabled healthcare contracts.

Travel: Approximately 50% travel required

Knowledge, Skills and Abilities:

  • Exceptional organizational and multitasking skills
  • Strong organizational, problem-solving, and negotiation skills.
  • Strong verbal and written communication.
  • Proven ability to collaborate cross-functionally in a remote environment.
  • Customer-first mindset with high emotional intelligence.
  • Comfort with Microsoft Office Suite, SharePoint, Smartsheet or similar tools.

At Matrix Providers, our mission is to serve America’s military family by aligning exceptional healthcare professionals and program leaders with meaningful federal healthcare opportunities. This leadership role offers the opportunity to influence delivery across complex government programs while supporting teams that directly contribute to readiness, access to care, and mission success.
