The State of South Carolina is looking for a Business Analyst - Intermediate - Technical Writer

Interview Process: Resume and portfolio review followed by one panel interview with IT leadership and key subject-matter experts. Candidates should provide 2-3 sanitized examples of prior technical documentation, preferably including SOPs, runbooks, technical/process documentation, recovery documentation, diagrams, or comparable work. Portfolio quality, organization, clarity, technical depth, and the candidate's ability to explain how the documents were developed will be important selection factors.

Work Location: Fully Onsite - 100% on-site, with light travel to County offices and facilities throughout Spartanburg County.

Candidate Location: Candidate MUST be a SC resident or willing to commute or relocate to SC prior to starting the role at their own expense.

WHY IS THIS POSITION OPEN (new role, increased workload, new dept, resignation, promotion)?

New contract role supporting the County's Cybersecurity Program and Documentation Recovery initiative. The position is being added to address documentation gaps, reduce reliance on institutional knowledge, improve operational resilience, and establish repeatable, maintainable documentation. Initial term is 12 months, full-time (approximately 40 hours per week), with possible extension.

SCOPE OF THE PROJECT:

The Technical Writer will create, standardize, and organize the authoritative documentation produced through the County's Documentation Recovery initiative. Working closely with the Business Analyst, IT subject-matter experts, and IT leadership, the Technical Writer will transform discovery findings and technical knowledge into clear, accurate, consistent, maintainable documentation. Deliverables will support cybersecurity, IT operations, knowledge transfer, incident response, disaster recovery, business continuity, and long-term operational resilience.

DAILY DUTIES / RESPONSIBILITIES:

  • Develop and maintain clear, professional technical documentation using standardized County templates and conventions.
  • Create SOPs, operational procedures, system and application documentation, infrastructure documentation, runbooks, support procedures, administrative procedures, and knowledge-base articles.
  • Create and maintain incident-response, disaster-recovery, business-continuity, restoration, and recovery documentation in coordination with SMEs and leadership.
  • Translate complex technical information and SME interviews into accurate documentation usable by technical staff and appropriate operational audiences.
  • Create and refine diagrams, workflows, process maps, architecture-supporting visuals, and documentation graphics using Microsoft Visio.
  • Use Microsoft 365 extensively, including Word, Excel, PowerPoint, Teams, SharePoint, and related collaboration/document-management capabilities.
  • Apply consistent terminology, formatting, versioning, metadata, document ownership, review dates, and change history.
  • Collaborate with the Business Analyst to convert discovery outputs, requirements, inventories, and process maps into finished documentation.
  • Conduct document reviews with SMEs, reconcile feedback, verify technical accuracy, and prepare documents for approval and publication.
  • Help establish reusable templates, style standards, naming conventions, repository structures, and documentation lifecycle practices.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

  1. 5+ years of demonstrated technical-writing experience producing professional documentation for complex IT or technology environments.
  2. Advanced proficiency with Microsoft 365, especially Word and SharePoint, plus Excel, PowerPoint, Teams, and related collaboration tools.
  3. Strong proficiency with Microsoft Visio for technical diagrams, workflows, process maps, and supporting visuals.
  4. Demonstrated experience producing SOPs, runbooks, system documentation, operational procedures, knowledge articles, or comparable technical deliverables.
  5. Strong editing, information-architecture, document-organization, formatting, and quality-control skills.
  6. Ability to work directly with technical SMEs across infrastructure, applications, service delivery, cybersecurity, or similar IT disciplines.

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):

  1. Experience documenting cybersecurity, infrastructure, incident response, disaster recovery, business continuity, or IT service-management environments.
  2. Experience with documentation recovery, knowledge-management, or large-scale documentation-standardization initiatives.
  3. Experience designing and administering SharePoint-based documentation libraries, templates, metadata, and lifecycle practices.
  4. Familiarity with ITIL, NIST, CIS, or other recognized IT/security frameworks.
  5. Government or other highly regulated environment experience.

REQUIRED EDUCATION/CERTIFICATIONS:

Bachelor's degree in Technical Communication, English, Information Technology, Information Systems, or a related field, OR equivalent relevant professional experience. Demonstrated experience and quality of prior work are more important than a specific certification.

PREFERRED EDUCATION/CERTIFICATIONS:

Certified Professional Technical Communicator (CPTC), ITIL Foundation, or comparable technical-writing/IT certification. Certifications are preferred but will not substitute for demonstrated experience and an excellent portfolio.

ADDITIONAL SKILLS OR DUTIES:

- Exceptional ability to translate technical concepts and SME knowledge into clear, concise, accurate, usable documentation.

- Ability to manage multiple documents and review cycles while maintaining consistency and attention to detail.
