HR Manager  

Position Summary 

Elite Personal Care is a growing waiver service organization providing home- and community-based services, including Structured Family Caregiving, to individuals who require support to live safely and successfully in their homes and communities. 

We are seeking an experienced, highly organized, and compliance-focused HR Manager to lead the agency’s Human Resources operations in a highly regulated Medicaid waiver environment. The ideal candidate will possess exceptional knowledge of Indiana Medicaid HCBS requirements, waiver-program operations, employee credentialing, personnel-file compliance, recruitment, onboarding, employee relations, and regulatory readiness. 

The HR Manager will be responsible for overseeing the full employee life cycle while serving as a subject matter expert for workforce compliance. This position will ensure employees and caregivers meet applicable qualifications and ongoing requirements, personnel records remain complete and audit-ready, required screening and training are maintained, and HR practices support the agency’s operational, clinical, and regulatory obligations. 

The HR Manager works collaboratively with Operations, Clinical, Scheduling, Payroll, Compliance and Executive Leadership to proactively identify workforce and compliance risks, implement corrective action, and maintain a strong culture of accountability, professionalism, confidentiality, and quality. 

Key Responsibilities 

HR Department Leadership & Team Management 

• Provide day-to-day leadership, direction, and oversight of the Human Resources function. 

• Establish clear expectations, priorities, workflows, and performance standards for HR activities. 

• Recruit, onboard, train, mentor, coach, and develop HR team members as applicable. 

• Maintain consistent, professional, and legally compliant HR practices across the organization. 

• Serve as the primary escalation point for complex employee, credentialing, compliance, and personnel matters. 

• Partner with Executive Leadership to develop workforce strategies that support organizational growth and service quality. 

Indiana Medicaid Waiver & HCBS Compliance 

• Maintain exceptional working knowledge of Indiana Medicaid Home- and Community-Based Services (HCBS) waiver requirements applicable to the agency’s services, including Structured Family Caregiving. 

• Remain current on FSSA, OMPP, IHCP, DDRS, waiver, managed-care, and applicable Indiana Administrative Code requirements affecting employees, caregivers, personnel records, and service delivery. 

• Monitor changes in waiver rules, provider standards, personnel requirements, documentation requirements, and regulatory guidance and communicate operational impacts to leadership. 

• Ensure HR processes support compliance with applicable provider standards, including requirements concerning direct-care staff, documentation of qualifications, maintenance of personnel records, personnel policies, and quality assurance. 

• Maintain audit readiness and coordinate HR responses to regulatory, payer, Medicaid, waiver, and internal audits. 

• Develop and implement corrective action plans when personnel or compliance deficiencies are identified. 

• Serve as an internal subject matter expert regarding workforce-related waiver compliance questions and escalated issues. 

Recruitment, Credentialing & Onboarding 

• Oversee recruitment and hiring processes for direct-care employees, caregivers, and administrative staff. 

• Ensure applicants meet position-specific qualifications before employment or assignment. 

• Oversee completion and verification of required background checks, screenings, employment documentation, credentials, licenses, certifications, and other required qualifications. 

• Establish standardized onboarding processes that ensure employees are not placed into service before all applicable requirements are satisfied. 

• Coordinate required orientation, training, competency, and compliance documentation. 

• Maintain systems for tracking employee credentials, expirations, renewals, training, and other ongoing requirements. 

• Identify and resolve missing or incomplete onboarding documentation before it creates operational or compliance risk. 

Personnel Records & Audit Readiness 

• Maintain complete, accurate, confidential, and audit-ready personnel files for all employees and applicable caregivers. 

• Establish and monitor personnel-file checklists and quality-control processes to identify missing, expired, or incomplete documentation. 

• Conduct routine personnel-file audits and document findings, corrective actions, and completion dates. 

• Ensure personnel records contain required documentation of qualifications, training, screenings, employment actions, and other applicable requirements. 

• Develop standardized HR forms, checklists, policies, procedures, and job aids. 

• Ensure records are maintained securely and in accordance with applicable confidentiality and record-retention requirements. 

• Prepare personnel documentation and reports requested during audits, surveys, investigations, and compliance reviews. 

Employee Relations & Performance Management 

• Manage employee relations matters professionally, consistently, and in accordance with agency policy and applicable employment requirements. 

• Guide supervisors and managers through performance management, coaching, corrective action, disciplinary processes, and employee concerns. 

• Conduct or support investigations into employee complaints, policy violations, workplace concerns, and other personnel matters. 

• Maintain appropriate documentation of performance issues, disciplinary actions, investigations, and employment decisions. 

• Promote accountability while maintaining a respectful, professional, and supportive workplace culture. 

• Partner with leadership to identify workforce trends, turnover concerns, performance issues, and opportunities for improvement. 

Training, Education & Workforce Compliance 

• Oversee required employee training and continuing education processes. 

• Monitor completion of mandatory training and ensure documentation is maintained in personnel files. 

• Develop and coordinate training related to agency policies, compliance expectations, employee responsibilities, confidentiality, documentation, and waiver-service requirements. 

• Identify recurring training deficiencies and implement corrective education or retraining. 

• Maintain awareness of regulatory changes that require updates to employee training or competency processes. 

Structured Family Caregiving Workforce Support 

• Develop and maintain HR processes specific to the workforce supporting Structured Family Caregiving and other applicable waiver services. 

• Ensure applicable caregiver relationships, employment status, qualifications, and documentation are accurately maintained. 

• Coordinate with Operations and Compliance regarding caregiver eligibility, required documentation, training, personnel records, and ongoing compliance. 

• Understand the unique workforce and documentation considerations associated with Structured Family Caregiving and legally responsible individuals. 

• Support audit readiness related to caregiver qualifications, personnel documentation, and service-delivery requirements.
