Job Description
Under the general supervision of the Deputy Building Official, performs inspections of residential buildings and structures during various stages of construction, alteration, repair, and occupancy to ensure compliance with applicable building, residential, and related codes, ordinances, approved plans, and regulations. Reviews construction methods and materials for code compliance; identifies deficiencies and explains required corrective actions to contractors, property owners, and the public; maintains accurate inspection records; and provides professional customer service. Incumbents are expected to develop proficiency in code interpretation, inspection practices, and regulatory enforcement while successfully obtaining required International Code Council (ICC) certifications within the prescribed timeframe.
Essential Functions
Performs building inspections to verify compliance with the City of Avondale's adopted building and safety codes, applicable code amendments, and relevant ordinances. Inspects architectural, structural, plumbing, mechanical, electrical, energy conservation, and accessibility components of projects, including new and existing single-family dwellings, limited multifamily residential developments, additions, remodels, accessory structures, swimming pools, and photovoltaic systems.
Receives, schedules, and coordinates daily inspections by preparing inspection schedules and generating related reports. Processes and transfers inspection results within permitting and inspection management software. Ensures all required closeout documentation is collected, verified, and accurately maintained in electronic records. Collaborates with peers, supervisors, and other divisions and departments to facilitate the timely and appropriate issuance of Certificates of Occupancy.
Inspects alterations, additions, repairs, and swimming pool construction to verify compliance with applicable codes, approved plans, and permit requirements. Issues stop-work orders for code violations and investigates complaints involving unpermitted construction and other illegal building activities. Evaluates field conditions and works with contractors, property owners, and design professionals to identify practical solutions that achieve code compliance.
Exercises independent technical judgment in the field to evaluate materials, methods, and installations for compliance with applicable codes, approved construction documents, accepted construction practices, and the intent of code requirements. Maintains accurate inspection records by preparing and documenting daily inspection reports.
Coordinates with other department division staff and City departments. Provides assistance and clarification of City policies and procedures.

Minimum Qualifications
High School Diploma or GED equivalency is required.
One (1) year of new, renovation, or remodel building construction experience.
International Code Council (ICC) Residential Building Inspector (B1) certification within twelve (12) months of hire.
Must obtain one (1) additional certification from the International Code Council within twelve (12) months of hire in the following: Residential Electrical Inspector (E1), Residential Mechanical Inspector (M1), Residential Plumbing Inspector (P1), or another ICC Residential certification approved by the Chief Building Official.
A valid Arizona Operator's Driver's License or the ability to obtain one by the time of hire.
