Job description

Position Summary

Herrick Technology Laboratories (HTL) is seeking an experienced Payroll Manager to lead all aspects of payroll administration for our growing government contracting business. This position is responsible for ensuring the accurate and timely processing of multi-state payroll, maintaining compliance with federal and state payroll regulations, administering labor accounting within Deltek Costpoint, and serving as the primary payroll resource for employees and management.

While payroll is the primary focus of this role, the Payroll Manager will also support selected accounting activities related to payroll, month-end close, and financial reporting. The ideal candidate has a strong payroll background, experience in a government contracting environment, and takes pride in accuracy, compliance, and delivering excellent service to employees.

Primary ResponsibilitiesPayroll Administration (Primary Focus)
  • Own the end-to-end processing of bi-weekly, multi-state payroll.
  • Process payroll changes including new hires, promotions, salary adjustments, bonuses, benefit deductions, and terminations.
  • Ensure payroll is processed accurately, on time, and in compliance with all applicable federal, state, and local regulations.
  • Maintain payroll records and employee earnings history.
  • Coordinate payroll tax filings and year-end reporting.
  • Serve as the primary point of contact for payroll-related questions from employees and managers.
Labor Accounting & Timekeeping
  • Administer the employee timekeeping process in Deltek Costpoint.
  • Review and post labor transactions.
  • Ensure labor is properly charged to contracts and indirect cost pools.
  • Process labor corrections and support labor reporting requests.
Leave & Retirement Administration
  • Maintain PTO balances and process adjustments.
  • Prepare PTO accruals and reconcile related balances.
  • Administer 401(k) payroll deductions and employer match calculations.
  • Coordinate with the retirement plan administrator and support the annual 401(k) audit.
Accounting Support
  • Prepare payroll-related journal entries and account reconciliations.
  • Support month-end and year-end close activities.
  • Assist with external audits and payroll-related reporting.
  • Support other accounting projects as needed.
QualificationsRequired
  • Bachelor’s degree in Accounting, Finance, Business, or a related field (or equivalent experience).
  • Five or more years of payroll administration experience.
  • Experience processing multi-state payroll.
  • Strong understanding of payroll tax laws and payroll compliance.
  • Experience with Deltek Costpoint or another ERP system.
  • Advanced Microsoft Excel skills.
  • Excellent attention to detail and organizational skills.
Preferred
  • Government contracting experience.
  • Deltek Costpoint experience.
  • DCAA compliance knowledge.
  • Experience with ADP.
  • Experience supporting payroll-related audits.
