Position Overview: Under general direction, serves as the program operations coordinator for the COMPASS (Cultivating Opportunities in Modern Public Health & Applied Service Systems) Program at Harris County Public Health (HCPH).

Applies expert knowledge of education program operations, compliance management, and data analysis to design and maintain systems that support student placements, academic partnerships, and program quality across the Community Health & Wellness Division. Develops workflows, analyzes program data to inform decisions, and ensures best practices in student placement operations and stakeholder engagement. Reports to the Director of Nursing, COMPASS Program.

Duties & Responsibilities: Student Placement Operations & Compliance Management: Oversees COMPASS student onboarding, including background checks, immunizations, and credentialing. Maintains compliance checklists, addresses gaps, and ensures timely completion of all placement requirements. Rotation Scheduling & Capacity Analysis: Develops and maintains master rotation schedules across COMPASS programs, divisions, and cohorts.

Analyzes preceptor availability and program capacity to optimize student-preceptor matching, manages schedule changes, and produces utilization reports to identify capacity constraints. Program Data Management & Reporting: Designs and maintains COMPASS databases, including student rosters, preceptor lists, and placement tracking. Generates performance reports, identifies trends, and recommends continuous improvement actions to program leadership.

Maintains electronic and physical program files per organizational standards. Agreement & Partnership Administration: Coordinates Memorandums of Understanding (MOUs) and affiliation agreements with Legal and HR. Tracks agreement status, renewals, and compliance requirements; identifies risks; and standardizes workflows to improve turnaround.

Communicates with academic partners on agreement timelines and amendments. Curriculum Integration & Quality Support: Evaluates alignment between student placements and academic learning objectives using curriculum mapping tools. Maintains curriculum integration playbooks and quality benchmarks, tracks student competency development, and compiles evaluation data.

Stakeholder Communication & Program Marketing: Develops communication and marketing strategies for students, preceptors, and academic partners. Creates handbooks and resources to support COMPASS visibility and recruitment, serves as initial point of contact for program inquiries, and manages stakeholder correspondence and program announcements. Event Design & Training Logistics: Plans and coordinates logistics for student orientations, preceptor training, and program events, including catering, room setup, materials, and registration.

Designs evaluation tools, conducts post-event analysis, and recommends improvements. Requirements Education: Associate's degree in Public Health, Health Education, Business Administration, or related field Experience: At least one (1) year of program coordination, education administration, or operations management experience Knowledge, Skills and Abilities: Expert knowledge of education program operations, student placement logistics, and compliance management in healthcare or public health settings Strong analytical skills with ability to design data collection systems, interpret program data, and produce actionable reports Excellent written and verbal communication skills with ability to develop marketing materials and stakeholder communications Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), database systems, and scheduling platforms Advanced organizational skills with ability to manage complex, multi-stakeholder processes and competing deadlines Problem-solving skills with ability to identify process gaps and recommend evidence-based improvements Knowledge of public health principles, higher education systems, and academic partnership operations Ability to develop workflows, standard operating procedures, and quality benchmarks Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment Core Competencies: Data Analytics and Assessment Skills: Ability to use data to analyze community health needs and support decisions that improve community health outcomes. Communication Skills: This competency focuses on using clear and effective communication to engage audiences, address misinformation, and build trust, supporting informed decisions and stronger public health outcomes.

Health Advancement Skills: This competency focuses on applying principles of equity, diversity, and inclusion to public health, addressing systemic barriers, and promoting fair access to resources for healthier communities. Community Partnership Skills: This competency focuses on collaborating with communities to address the systems and policies affecting health, fostering engagement, shared ownership, and sustainable improvements in well-being. Public Health Science Skills: This competency focuses on using public health science and evidence-based approaches to develop and improve policies and programs, ensuring effective delivery of the 10 Essential Public Health Services.

Preferences Preferences Education: Bachelor's degree public health, Health Education, Business Administration, or related field Language: Bilingual English/Spanish General Information Position Type and Typical Hours of Work: This is a full-time, grant-funded position Days and hours of work are typically Monday through Friday from 8:00 am to 5:00 pm Must be willing to flex work hours when required, for event support, program activities, and academic partner coordination. Hours may vary based on the business needs of the department Able to travel within Harris County as needed Work Environment: Professional office environment with regular site visits to HCPH clinical locations across Harris County. Travel to academic partner institutions for COMPASS program coordination.

This role routinely uses standard office equipment such as computers, phones, projectors, and training materials. Hybrid work schedule available consistent with HCPH policy. Physical Demands: Ability to sit for extended periods while working at a computer.

Visual acuity for detailed data entry, document review, and data analysis. Manual dexterity for typing and operating office equipment. Ability to lift and carry materials up to 20 pounds (event materials, supplies).
