Position Purpose
The Program Manager is responsible for leading, managing, planning, and coordinating Military Construction (MILCON) programs and projects from planning and programming through design, construction, commissioning, and closeout. This position provides strategic leadership and oversight to ensure projects are delivered safely, on schedule, within budget, and in compliance with federal regulations, agency requirements, and client objectives. The Program Manager serves as the primary point of contact for government clients, stakeholders, design teams, and contractors while ensuring successful execution of project objectives.
Essential Duties and Responsibilities
- Lead and manage MILCON programs and projects throughout the project life cycle.
- Serve as the primary liaison between government clients, stakeholders, design teams, contractors, and project teams.
- Develop and implement program and project management plans, schedules, budgets, and risk management strategies.
- Monitor project performance and ensure compliance with scope, schedule, budget, quality, and safety requirements.
- Provide oversight of planning, programming, design, procurement, construction, and project closeout activities.
- Facilitate project meetings and briefings with clients, leadership, and stakeholders.
- Review and evaluate project schedules, cost estimates, progress reports, and contractor submissions.
- Identify project risks and develop mitigation strategies to minimize impacts.
- Coordinate multidisciplinary teams, including architects, engineers, construction managers, and technical specialists.
- Ensure compliance with applicable federal regulations, DoD criteria, Unified Facilities Criteria (UFC), agency policies, and contract requirements.
- Prepare and present executive-level reports, project updates, and recommendations.
- Support business development efforts, proposal preparation, and client relationship management activities.
- Mentor and supervise project managers, engineers, and support staff assigned to program activities.
Additional Duties and Responsibilities
- Support strategic planning initiatives and long-range capital improvement programs.
- Participate in quality assurance and quality control reviews.
- Assist with contract negotiations, modifications, and change management processes.
- Support lessons learned initiatives and continuous improvement efforts.
- Represent the organization at client meetings, industry events, and technical conferences.
- Perform other duties as assigned.
Minimum Qualifications
Education
- Bachelor's degree in Engineering, Architecture, Construction Management, Project Management, or a related field from an accredited institution.
Experience
- Minimum of 10 years of progressive experience in program, project, design, or construction management.
- Minimum of 5 years managing Military Construction (MILCON) projects or federal facility programs.
- Demonstrated experience managing multiple concurrent projects with significant budgets and complex stakeholder requirements.
- Experience working with federal agencies, Department of Defense (DoD), U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), Air Force Civil Engineer Center (AFCEC), or similar organizations preferred.
Skills and Abilities
- Strong leadership, organizational, and team management skills.
- Comprehensive knowledge of MILCON processes, policies, and project delivery methods.
- Knowledge of federal acquisition regulations, contract administration, and government project management practices.
- Proficiency in project scheduling, budgeting, forecasting, and risk management.
- Excellent written, verbal, and presentation communication skills.
- Ability to effectively engage executive leadership, government clients, and technical teams.
- Strong analytical and problem-solving capabilities.
- Proficiency with Microsoft Office Suite and project management software applications.
- Ability to manage multiple priorities and deadlines in a dynamic environment.
- Thorough understanding of construction management principles, engineering practices, and quality assurance processes.
Special Requirements
- Ability to obtain and maintain access to federal installations and military facilities.
- Ability to obtain and maintain required security clearance, if required by contract.
- Ability to travel up to 25-50% based on project and client requirements.
- Valid driver's license and ability to travel to project sites nationwide.
- Occasional attendance at client meetings, site visits, and industry conferences outside of normal business hours.
Preferred Qualifications
- Professional Engineer (PE) license.
- Project Management Professional (PMP) certification.
- Certified Construction Manager (CCM).
- DAWIA, FAC-P/PM, or equivalent federal project management certification.
- Master's degree in Engineering, Construction Management, Business Administration, or a related discipline.
- Experience supporting USACE, NAVFAC, AFCEC, GSA, VA, or other federal agency programs.
- Experience with Design-Build, Design-Bid-Build, and Construction Manager-at-Risk project delivery methods.
Physical Demands
This position is classified as Light Work. Duties are primarily performed in an office environment with frequent use of computers and communication devices. The position also requires periodic visits to construction sites, which may involve:
- Walking on uneven terrain and active construction sites.
- Standing for extended periods during inspections and meetings.
- Climbing stairs, ladders, and accessing various areas of construction projects as permitted.
- Lifting and carrying items weighing up to 20 pounds on an occasional basis.
- Exposure to varying weather conditions and construction-related environments during site visits.
