Position: Data Analyst II

Summary of Duties and Responsibilities
The Data Analyst II is a grant-funded position housed in the Office of Strategic Initiatives & Development (SID) of the Coeur d'Alene Tribe and will report to the SID Director. This position will work closely with SID staff to enhance systems alignment for the collection and analysis of data from multi-agency partners, including compiling crime and public health & safety reports to share with Tribal and non-tribal partners. This position will work closely with other agencies and departments to design, coordinate, and implement research, plans and interventions to address identified public health & safety gaps and issues. The Data Analyst II position will work with Tribal departments to enhance and implement data collection/case management systems, including the Coeur d'Alene Tribal Assistance Network (C-TAN) aka OasisInsight.
The ideal candidate will have excellent analytical, written and verbal communication skills, the ability to prioritize and work on multiple projects in a fast-paced environment, work efficiently in all team and workgroup elements and must possess time management skills to meet deadlines. The duties shall include, but are not limited to the following:

• Collects, analyzes, disseminates and evaluates crime, substance use, public health and related data to discover developing trends, patterns, and changes in criminal activity (including recidivism) and overall public health & safety on the Coeur d'Alene Reservation.
• Responsible for disseminating data trends and interventions through website and e-mail newsletters and/or other dissemination avenues.
• Develops and generates various reports/bulletins identifying public safety, criminal activity, individual profile history, and crime trends.
• Facilitates the transfer of data and information between the SID office, the TCC, and relevant partners.
• Serves on a team that focuses on capacity building in the areas of research and evaluation including implementation of trainings on data security, integrity and data visualization to help staff better communicate and interpret their data.
• Coordinates and facilitates meetings with various departments and agencies to successfully carry out the actions of the Tribe's strategic plan, including the development of interventions to reduce and/or eliminate substance use and crime on the reservation.
• Provides training and technical assistance to program managers, directors and staff that will enhance data collection and analysis efforts for the Tribe.
• Promotes a trauma-informed and culturally responsive environment in Tribal departments and agencies through facilitation and/or coordination of training and materials.
• Performs procurement/budgeting and reporting duties as needed such as the monitoring and purchase of equipment, software and supplies.
• Leads in compiling programmatic reports and surveys to monitor project performance, and any other related grant requirements.
• Leads in preparation of executive level presentations of specific reports or assignments related to data analysis.
• Advises and develops policy and procedure recommendations for partnering departments.
• Attends appropriate agency, program and team meetings and in-service trainings, as needed.
• Upholds and helps with development of strict confidentiality protocols related to data collection, sharing and reporting.
• Communicates with medical professionals, caseworkers, law and order staff, and Tribal staff about service needs and issues.
• Assists the SID staff with daily activities or other duties as assigned to ensure it meets department needs.
• Represents the Coeur d'Alene Tribe by displaying courtesy, tact, consideration, and discretion in all interactions with other office personnel, the general and professional public, and on social media
• Maintains a positive, helpful, constructive attitude and working relationship with departmental employees, other employees, elected officials and the public.

Minimum Qualifications

1. Graduation from an accredited four-year college or university (submit a copy w/ application) with major course work in behavior or computer science, statistics, political science, public or business administration or a closely related field, which includes course work in research and statistical methods; Master's Degree preferred;
2. Three years of increasingly responsible experience with data collection, performing statistical research and analysis, and presenting and disseminating data and statistics.
3. Three years of experience working with justice systems partners in the areas of public health, public safety, criminal justice, and substance use preferred.

Knowledge of:

• Basic organization and functions of Tribal law enforcement and criminal law, related to crime analysis and dissemination of confidential information.
• Modern research techniques including research design and statistical analysis.
• Coding languages commonly used in data analysis, such as Python, R or SQL.
• ETL processes to extract, transform, and load data from multiple sources into reporting systems and data warehouses.
• Applications of various software programs, including spreadsheet, database, word processing, graphics, and survey systems.

Demonstrated ability to:

• Gather, assemble, analyze and evaluate facts and evidence and draw logical conclusions and make proper recommendations.
• Prepare clear, concise, and comprehensive written reports.
• Prepare graphs, tables and statistical charts.
• Develop and maintain crime, public safety, and substance abuse analysis, data collection systems, and reporting procedures.
• Facilitate trainings for potentially large groups as needed.
• Communicate clearly and concisely, both orally and in writing.
• Initiate, establish, and maintain cooperative working relationships with Tribal departmental and agencies employees.
• Ability to understand and provide respectful and effective care and services responsive to all, but particularly to the diverse cultural beliefs and practices of the Native American population.
• Use and analyze existing tools and databases to provide software solution and data collection, sharing and reporting systems recommendations.
• Translate data collection and reporting conditions into non-technical, lay terms.
• Must be able to work with limited or minimal direct supervision.
• Must protect against unauthorized access to confidential information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information.
• Be reliable, dependable, professional, and punctual.
• Must be willing to occasionally work flexible hours to meet deadlines or attend evening meetings.
• Must be able to meet program deadlines.
• Must possess a valid driver's license at time of application and during employment, and be fully insurable (attach a copy).
• Must be at least 18 years of age at time of application.
• Must not be an active Indian Child Welfare or Tribal Court client.

The Coeur d'Alene Tribe reserves the right to hire according to its Indian Preference Policy. Applicants are subject to a pre-employment drug test and at-random testing following employment. Positions with the Coeur d'Alene Tribe are subject to a 6-month orientation period.
Pay Range: $25 - $30 per hour
