The Markets Group of the Federal Reserve Bank of New York (FRBNY) implements monetary policy, collects market intelligence, and analyzes financial market developments on behalf of the Federal Reserve System, executes lender of last resort operations for depository institutions in the Second District, provides banking and custody services to foreign central banks, and acts as fiscal agent for the U.S. Treasury.

The Federal Reserve Bank of New York seeks an enterprise leader to serve as the Head of Treasury Debt Financing (TDF) -a critical function that executes Treasury auctions and settlement activities as fiscal agent to the U.S. Treasury Department. Reporting directly to the Head of the Markets Group, you will lead a team stewarding one of the most vital operational relationships in the U.S. financial system by leading the execution of Treasury auctions and all auction settlement activities, including delivering analytical support, as fiscal agent to the U.S. Treasury Department.

HowYou'llMake an Impact as the Head of Treasury Debt Financing (TDF):

You will provide oversight and leadership of the Treasury auction business, including strategically implementing policy as directed by the U.S. Department of Treasury, provide strategic guidance on operations and risk management, and be a key partner with the Markets Group Head on strengthening stakeholder engagement across the Bank, System, U.S. Department of Treasury and Bureau of Fiscal Service. TDF maintains operating locations in New York City and Chicago, Illinois.

Responsibilities:

  • Oversee the Treasury auction services provided to the U.S. Treasury as fiscal agent, while serving as primary contact for all requests and issues.

  • Coach and mentor current and emerging leaders while establishing clear accountability and empowering decision-making at all levels.

  • Oversee the development of analysis, providing strategic guidance derived from internal and external stakeholder engagement as needed.

  • Provide thought leadership regarding business-relevant policy themes and identify strategic issues for analytical and policy focus.

  • Provide direction and understand the impact of technological innovation to the Treasury debt financing platform to promote improvements in the execution and resiliency of operations and analysis.

  • Effectively manage relationships with senior stakeholders at Treasury and across the Federal Reserve System, including the Treasury Relations Support Office, Federal Reserve Financial Services, and System Committees to drive business outcomes and formulate an enterprise approach for fiscal agent engagement and execution.

  • Collaborate closely with the Treasury and Bureau of the Fiscal Service leadership to influence strategic decision-making for the business line that considers market developments, evolving financing needs, customers, and overall business risk profile.

  • Serve as the primary strategic liaison between the Federal Reserve System Treasury Support (TRSO), the Board, and cross-functional business lines across Markets and the FRBNY, driving proactive collaboration to assess, forecast, and communicate the fiscal impact and overall scope of emerging Treasury initiatives that shape organizational priorities.
