Description
Under general supervision performs a variety of semi-skilled work assisting in the construction, repair and maintenance of city streets and right-of ways and other facilities in the City of Rock Island; operates hand and power tools, trucks and light equipment in the performance of work.
Examples of Duties
Performs a variety of semi-skilled work tasks using various hand, air, and other power tools in the maintenance and repair of property and facilities.
Repairs hydrants, valve boxes, flushes hydrants; repairs water distribution system; performs sewer system repairs; operates sewer cleaning equipment, cleans catch basins; performs routine cement and brick work.
Performs light to heavy manual labor to assist with removal of trash and debris and/or construction, maintenance, replacement, and repair of City streets, sidewalks, traffic signals, and signage.
Performs preventive maintenance and minor repairs on division equipment; keeps records of miles driven, fuel used, materials used, and duties accomplished; cleans equipment and shop and yard areas as required.
Performs minor painting, plumbing, carpentry, and other building maintenance work; assists in removal of sludge drying beds and portable storm pumps; may perform occasional welding for which they have efficiently been trained.
Operates dump trucks, trucks with attachments i.e., snowplows, spreaders, or winches, and rubber-tired loaders; may operate more complex equipment under general guidance of a fully qualified employee or supervisor.
Plows snow, sands streets, manually sweeps streets and gutters, sidewalks, ditches; mows and weed eats; uses blowers, jack hammers; shovels and salts sidewalks; chips brush and operates chain saws; maintains vegetation on slopes, shores up ditch banks, and performs levee maintenance; and may perform a wide variety of similar tasks in maintenance activities.
Hand digs out old and damaged asphalt; patches pot holes and street repairs with asphalt hot mix; assists with street overlay and crack seal-seal operations; makes concrete repairs on curbs, gutter, and drainage structures.
Fabricates, installs, and removes traffic signs; sets up barricades, construction signs, and cones; assists in guardrail installation and repairs; flags traffic.
Responsible for traffic control device deployment under supervision and job site safety.
Assists in the layout of street markings, traffic striping material, including tape and paint for striping crosswalks; paints striper for painting parking lots and streets.
Assists in the set up, maintenance, and removal of flags, decorations, and devices for special events.
Performs other duties as assigned within the scope of the job.
Typical Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four (4) years high school or GED with any equivalent combination of training and experience that provides the following knowledge, skills, and abilities:
Requires suitable working experience in construction, maintenance, or work of a similar nature.
Requires knowledge of maintenance and repair methods, tools, and materials.
Requires knowledge of equipment used in assigned maintenance operations and the operation of vehicles as required by the position.
Requires knowledge of safety practices and traffic diversion procedures.
Ability to use hand and power tools in maintenance and repairs.
Ability to drive motor vehicles and operate commercial vehicles
Ability to communicate effectively in verbal and written form.
Ability to operate a computer, tablet, and related electronic devices with appropriate training.
Ability to maintain effective working relationships with employees, contractors, vendors, and the general public.
Ability to work various shifts including nights, weekends, holidays, and overtime as assigned. Must also be available to respond to emergency situations 24 hours a day if necessary.
Ability to work independently with limited supervision.
Requires knowledge of the geographical area in the City of Rock Island.
Assists in the general maintenance and housekeeping of City owned property and buildings.
Requires ability to operate vehicles skillfully and safely; observes safe driving practices.
Requires ability perform work in a variety of weather conditions.
Ability to comply with established safety standards and rules, including the use of safety equipment, personal protective equipment, and other devices and procedures necessary for protection.
Requires valid Illinois Class B Commercial Driver's License (CDL-B) with air brakes endorsement or equivalent upon application or ability to obtain within ninety (90) days from hire date.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Must be able to work under various weather conditions.
Environmental Conditions: The work is performed inside and/or outside and includes being exposed to extreme cold, extreme heat, noise, vibration, mechanical hazards, electrical hazards, chemical hazards, atmospheric conditions that affect the respiratory system or skin, and oils; may be required to wear a respirator, may work in confined spaces, darkness or poor lighting conditions, trenches, and/or isolation.
Additional Information
Selected candidates must meet a residency requirement, which includes living in the state of Illinois or Iowa and must report within 60 minutes after being called into work for an overtime assignment.
