Job description

I. Job Summary
Recognized across the organization for business expertise and sought as a resource for resolution of unique or complex business problem and the development of solutions for new business opportunities. Provides the high level of business expertise while conducting complex business process analyses, needs assessments, and preliminary cost /benefit analyses in an effort to align business solutions with the company strategy and initiatives. Undertakes highly complex projects requiring additional specialized business knowledge and decision making that will influence others across the company to adopt newly re-engineered processes into WM business units.
II. Essential Duties and Responsibilities 
 

GIS, Navigation, and Route Data Frontline Support 

  • Serve as primary point of coordination for GIS, navigation, and route data issues impacting field operations, managing incidents from identification through resolution 
    Partner cross-functionally with Digital, boundary system teams, and external vendors to drive timely resolution
  • Lead escalation management for operationally critical issues 
  • Clearly communicate issue severity, scope, and operational impact to cross-functional leadership
  • Rapidly assess business impact and prioritize resolution based on operational riskMaintain urgency and accountability across internal teams and vendors to ensure resolution
  • Drive continuous improvement by identifying root causes and implementing preventative measures to reduce recurring incidents

    Business Analysis and Delivery

  • Lead requirements definition and documentation efforts for GIS-related initiatives 
  • Translate business needs into clear functional and technical requirements
  • Provide informed input on system and technical design considerations
  • Support quality assurance for both vendor and internal WM releases 
  • Perform hands-on validation to ensure alignment with documented requirements
  • Serve as SME for GIS capabilities, workflows, and operational use cases
  • Maintain deep knowledge of WM boundary systems (e.g., DA, OCSD, APG) and their integration points
  • Enable field adoption through structured training and communication
  • Deliver training sessions on new features, processes, and standards
  • Develop and maintain job aids and training materials to support frontline execution
    GIS Strategy and Architecture
  • Promote adherence to GIS best practices, standards, and scalable solution design principles
  • Maintain awareness of the GIS technology landscape and emerging capabilities
  • Contribute to strategic planning for future-state GIS capabilities 
  • Evaluate solution feasibility and operational impact
  • Provide input into solution design and architectural direction
  • Build alignment across business and technical stakeholders to drive consensus and support execution
     
  • Works with management, and individual team leaders by contributing strategic vison and integrating a broad range of ideas regarding business solutions development.
  • Coordinates and integrates multiple enterprise solutions projects with a large scope and complexity in an environment for business change.
  • Contributes high level expertise in business processes and systems analysis while considering the business implications to the current and future business environment.
  • Responsible for deliverables, cost, schedule and quality of one or more enterprise solutions projects.
  • Plans projects, allocates and directs less experienced staff and other resources to accomplish project tasks and maintain control over the project(s).
  • Works with internal and external customers, suppliers and other partners to resolve problems, respond to suggestions for improvement and enhancements, test, refine and institutionalize solutions.
  • Drives the project(s) and the organization toward achieving business results.
  • May act as a source of direction, training and guidance for less experienced staff demonstrating coaching, mentoring, and leadership skills.


III. Qualifications 
A. Required Qualifications 
 

  • Bachelor's Degree (accredited) or in lieu of a degree
  • High School Diploma or GED (accredited) and 4 years of relevant work experience
  • 5 years relevant experience (in addition to education requirement)


B. Preferred Qualifications 

  • Minimum of 5 years of hands-on experience working directly with Geographic Information Systems (GIS) technologies, including spatial data analysis, mapping applications, and geospatial data management.

Pay: The expected base pay range for this position across the U.S.  is $101,500.00 - $125,000.00 . This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate's relevantexperience, education, training, certifications, qualifications, and work location.
