Job description

Job Summary Mohave County is seeking an experienced and compassionate Public Fiduciary to lead the Office of the Public Fiduciary and provide professional oversight of guardianships, conservatorships, Guardian Ad Litem appointments, and decedent estates. About the position This is a unique opportunity to serve some of the most vulnerable members of our community while leading a critical County function with significant legal, financial, and social responsibilities. The Public Fiduciary exercises considerable independent judgment and works closely with the courts, attorneys, medical professionals, families, social service agencies, and community partners to protect the interests, dignity, assets, and well-being of vulnerable adults, minors, protected persons, and decedents.

The ideal candidate will bring a combination of professional fiduciary experience, sound financial judgment, strong communication skills, compassion, and the ability to make difficult decisions independently. You should be comfortable working in a highly regulated environment where decisions can have significant legal, financial, and personal consequences for the individuals you serve. Must pass pre-employment background screening. Must pass pre-employment drug screening. Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while employed in this position.

Appointment and employment are subject to applicable Arizona statutory, court, licensing, and County requirements. Essential Job Functions Lead, plan, organize, and direct the operations of the Office of the Public Fiduciary in accordance with Arizona law, court rules, administrative orders, and applicable professional standards. Administer guardianships, conservatorships, decedent estates, and court-ordered investigations.

Protect and manage the financial assets, property, and interests of wards and protected persons. Conduct personal visits and assessments of wards in residential, medical, and other care facilities. Develop and coordinate person-centered plans with clients, families, medical providers, social service agencies, and other professionals.

Investigate potential cases and determine appropriate action regarding the acceptance of new cases. Ensure required legal reports, accountings, and other documents are completed accurately and filed timely. Attend court proceedings and provide testimony when required.

Inventory, safeguard, appraise, and arrange for the disposition of personal and real property. Search for relatives and other resources that may provide less restrictive alternatives and support vulnerable individuals. Assist the community and court-appointed family conservators with resources and compliance requirements.

Investigate and authorize transactions involving client funds and accounts. Probate and administer decedent estates. Investigate and authorize indigent cremation and burial requests.

Review and analyze financial accountings submitted to the Superior Court and prepare reports identifying discrepancies, missing documentation, or other concerns. Lead and supervise staff and other personnel supporting the Office of the Public Fiduciary. Develop and administer the division budget and oversee purchasing, personnel, reporting, and other administrative functions.

Build effective relationships with courts, County departments, state agencies, healthcare providers, attorneys, vendors, families, and community organizations. Minimum Qualifications Bachelor's degree in business, accounting, pre-law, or a related field. Six (6) years of progressively responsible experience working with conservatorships, guardianships, and decedent estates, including at least one (1) year in a supervisory capacity.

Arizona Supreme Court fiduciary license/certification or eligibility for licensure/certification. Knowledge, Skills & Abilities Knowledge of Arizona laws and requirements governing public and licensed fiduciaries. Title 14, including trusts, estates, guardianships, conservatorships, and protective proceedings.

Applicable provisions of Title 46 and Adult Protective Services. Laws and requirements governing indigent decedent services and burial responsibilities. Financial and property management principles.

Client advocacy and person-centered planning. Court processes, legal reporting, and financial accountings. Personnel management and public-sector administration.

Budget development, purchasing, and administrative practices. You Will Need the Ability To Lead and manage the operations of a public fiduciary office. Make sound, ethical, and well-informed decisions involving vulnerable individuals and their assets.

Analyze complex financial, legal, medical, and social information. Manage competing priorities and sensitive cases with discretion. Communicate effectively with courts, attorneys, families, healthcare providers, government agencies, and the public.

Supervise, train, and evaluate staff and professional fiduciaries. Prepare clear, accurate, and comprehensive reports and legal/financial documentation. Establish and maintain effective professional relationships.
