The General Services Department (GSD) plays a critical role in supporting state government operations across New Mexico by providing essential services and resources. Within GSD, the Administrative Services Division (ASD) ensures efficient and effective financial management of both enterprise and general fund operations. ASD is committed to exceeding the expectations of all GSD divisions by delivering responsive, accurate, and timely services. The division is staffed by experienced professionals specializing in Accounts Payable, Purchasing/Contracts, General Ledger, Accounts Receivable, and Budget management, all working together to support GSD overall mission.

Why does the job exist?
This position provides fiscal and budget support to the Administrative Services Division (ASD) and the agency for six (6) programs (P-Codes): Program Support, Procurement Services, State Printing, Risk Management, Facilities Management, and Transportation Services. The position assists with budget-related matters, including monthly budget projections, the annual operating budget, appropriation requests, Budget Adjustment Requests (BARs), and various ad hoc budget projects.
How does it get done?
Key Responsibilities:
- Monitor and analyze financial data for ASD and GSD internal customers.
- Assist in the development and submission of the agency's annual operating budget and appropriation requests.
- Prepare and submit Budget Adjustment Requests (BARs).
- Provide budget projections and fiscal impact analysis to leadership.
- Develop and maintain complex financial spreadsheets and budget tracking tools.
- Generate ad hoc reports for internal and external stakeholders.
- Collaborate with program managers to ensure budget alignment and fiscal compliance.

Administrative Services Division (ASD), General Services Department's Divisions, Legislative Finance Committee, and the Department of Finance and Administration (DFA).
Ideal Candidate
The Ideal Candidate will have:
- Experience preparing and building annual budget requests for an executive state agency.
- Experience submitting annual operating budgets for an executive state agency.
- Strong analytical skills with experience analyzing complex budgets and developing projections, including identifying solutions for varying fiscal scenarios.
- Working knowledge of the Department of Finance and Administration's Model of Accounting Practices and Generally Accepted Accounting Principles (GAAP).
- Proficiency in SHARE (PeopleSoft) Financial and HCM systems.
- Advanced Microsoft Excel skills, including VLOOKUP, Pivot Tables, and data analysis tools.
Minimum Qualification
Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a current and valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving Course Certification, within six months, as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
