Job description

This position is located in the Pacific District Office. The incumbent serves as a Management Analyst and member of the professional staff for the Director of the Pacific District Office. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the District Director on pertinent issues associated with the effectiveness and efficiency of the VBA field office operations as they relate to the delivery of benefits and services to Veterans.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/13/2026.
TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
  • If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11/12 (or higher) and the promotion potential of your current position must be at least GS-13

"You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your specialized experience as described below:
GS-12 Grade Level:
Specialized Experience: basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate the same. This experience may have been gained across all VA business lines.
GS-13 Grade Level:
Specialized Experience:
comprehensiveexperience with both quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Must also demonstrate comprehensive and authoritative communication skills to present and articulate findings to upper-level management; and experience with orunderstanding of continuous process improvementstrategies within the VA. This experience may have been gained across all VA business lines.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
